The CITY COUNCIL of the City of fort Townsend, Fiashington, met in regular session this 16th day of October, 1945, at 7:30 o'clock P.l.%, in the Council Chambers of the City Hall, Mayor H. E. Anderson presiding. ROLL CALL Officers and members noted present upon roll call were as follows: Mayor, I1. E. Anderson, City Attorney, T. J. Daly; City Clerk, C. F. Christian and Councilmen, Dennis Sullivan, J. I,;. Carroll, Geo. P'. Lueller, halph L. Steele, h. E. Gleason and A. Benedetto.' Councilman Y,m. REPORTS OF OFFICi�.RS City Treasurer The monthly report of the City Treasurer, for the month of September, 1945, was pre- sented and read and referred to the committee on Finance and Claims.. Pater Superintendent The monthly report of the Plater Superintendent, for the month of September, 1945, n•as presented and read and referred to the cone::ittee on Water and Drainage. The report of the Pater Superintendent, showing flow of water through main line meters for the week ending October 16th, 1945, was presented and read and referred to the committe on Pater and Drainage. It was moved by Councilman B:ueller and seconded by Councilman Steele that the Mayor and City Clerk be authorized and directed to execute the contract offered and return same. Motion carried. October 6, 1945 To the Mayor and Members of the City Council Port Townsend, Washington Genticrien: May I express to you, though somewhat delayed, my appreciation of the tribute paid to Ed on the day of his services, in the displaying of the flee at half mast. This is a tribute I know hoa much he personally would have apnreciated coming from his home town of Port Townsend. f.{ Lrt C I 11 "airy That others also appreciated this tribute was expressed in a letter which I received and from which I quote: "But the thing that 1 thought was so fire for your city --and that impressed me so much as we drove into the city --was the fact that the flog was at half mast on the city hall." October 4, 1945 The Honorable Mayor and the City Council of Port Townsend. Gentlemen: I would like to make formal request for permission to repair the side- walk in front of the Glendale Dairy. I wish to suggest, with your approval, that a Black Top mixture be used, and a suitable approach be built up across the gutter to improve the truck crossing. I have already discussed this matter with Nagle Construction Company, and in the near future they expect to have this mix available, and have declared their willingness to do the work. They have made the recommendation that Black Top be used as there will be very little traffic tie-up during the installation. Following the reading of the foregoing communication, the question of advisability of allowing such installation was raised by the Council. City Engineer, Lay, was called upon for an opinion as to whether or not such materials would be satisfactory, Mr. Lay stated that hot pre -mix asphalt could probably be used satisfactorily but that other types would not give proper results. City Attorney, Daly, informed members of the Council that City Ordinance provided for installation of' concrete sidewalks in an area in which the proposed construction lies. It was the concensus of opinion of members of the Council, that deviation from the provisions of the Ordinance governing construction of sidewalks might.react unfavorably particularly in view of the proposed installation of ornamental lighting system in the business area. Concrete Ordered for Sidewalk Repair It ryas moved by Councilman Mueller and seconded by Councilman Steele that the Glendale Dairy be instructed to install concrete sidewalk and to reinforce same with steel if used as a truck crossing and that the Clerk notify said Glendale Dairy to that effect. Lotion carried. From Lyall L. Arey, to -wit: Port Tov.ncend, ^.rashirgton October 14, 1945. Honorable I,iayor and City Council Port Townsend, Washington. Gentlemen: Thru sources, other than the City Council, I learn that presently an earth fill will be made across the swamp to make a foot path and that the City will be called upon to furnish two trucks and drivers, gas and oil, for a period of about 30 days. If this work is ordered, it w111 greatly interfere with pre- sent plans of the Street Department for tha balance of the year, as we have lined up for completion between now and January 1st the following: ' First: Tar all expansion joints on the pavement from the city limits to Tylers-f-reet. Second: Open two blocks of city street, fill and gravel, between Scott and z.eainey streets on Clay street. This work was ordered by the Council several weeks ago.
