The request of Mr. Ammeter for permission to erect storage tanks for fuel oil, which
had been addressed directly to the Mayor, same being the request inquired bbout by Council-
man Carroll under the order of business.of "Building Permits", was presented and read at th

Gentlemen:
I am applying for permission to erect two (2) 30,000 gal, fuel oil tanks on
my property at the corner of Monroe and Water St. adjoining the Union Oil Co. Plant,

same to be erected 75 ft. above high tide, on a concrete slab 50' long.by 40' wide,
one ft. thick, and inclosed within a retaining wall 6 ft. high. Concrete base for
tanks to be two ft. thick., reinforced with steel.
Also a warehouse and office building 28 by 30 corrugated galvanized iron.

Ammeter be granted permission for the erection of tanks as requested in the foregoing

Gentlemen:
I should like to call to your attention a problem which I feel should
receive your serious consideration. It is the ratter of speeding cars around
the school property during school hours.
1C'a have done quite a bit of wort: here at the school with the boys driving
their own cars, and for the most part we have had very fine co-operation from
them. There are other drivers, however, who do not seem to heed the markers.
which have been put across the road by the street department, and I feel that
if some stronger measures are not taken to control this situation, a serious
accident may occur.
V.rhile l do not presume in any way to prescribe to you the nanner'in which
this problem should be attacked, I believe that if it were possible to have a
patrol car on duty for a few days in the vicinity of the school from 8:35 to
9:00; from 11:30 to 1:00; and from 3:00 to 4:00 o'clock, it would only be a
short time until the number of speeding cars would be greatly reduced; and
thereafter, such close checking would not be necessary.
As far as arresting boys under 18 years of age is concerned, it is in-
conueivable to me that the state would grant licenses to this age group without
malting the bojs subject to the driving laws of the state.
I feel sure that you gentlemen will give this problem your full consideration,
and I will be glad to do anything I can to assist you in this matter of protecting
the school children in the City of Port Townsend.

A short discussion of this matter followed the reading of the communication, and it
was thereupon moved by Councilman Gleason that the matter be referred to the Police
Committee with said committee being given the power to act in conjunction with Mr. Carder
to eliminate the hazard outlined. This motion was seconded by Councilman Benedetto and
carried by voice vote of the members present.

The estimated cost of the above piece of equipment is approximately $6500.00. The
budget item for the street department for new equipment for purchase in 1945 is
ty8500.00. The acquisition of this piece of street equipment by the City will fill
a very definite need.

After a short discussion, it was mutually agreed that this matter lay over to the next
meeting in order that it might be ascertained at the meeting to be held with Mr. Harper,
provision for which is shown in these minutes under "Communications, whetlier or not such
equipment might be available as surplus Federal property.
