It was moved by Councilman Mueller that award of bid for grader purchase be held in ,beyance pending further consideration as to the best interests of the city. This motion ias seconded by Councilman Carroll, and was carried by voice vote of the members present. Carroll elected Mayor, Pro-Tem. It visa moved by Councilman Mueller that,due to the lengthy enforced absence of Council- man Wm. Learners Sr., Mayro Pro-Tem, Councilman J. M. Carroll be, at this time, elected Sayer, Pro-Tem. Councilman Gleason seconded this motion, and the question being put, the notion eras carried unanimously. Two Hour Parking reinstated. Councilman Mueller stated that the council should recall that active enforcement of the ordinance providing for a two hour limit for parking upon certain streets had, by action of the council, been terminated for the period of the war. Inasmuch as the actual fighting had come to a close, rationing of gasoline had been lifted, and the traffic problem in this area was becoming acute, he recommended that the provisions of said ordinance be again actively enforced, enforcement to begin October lst in order that proper notice could be given, and so moved. This motion was seconded by Councilman Carroll, and upon call for a voice vote motion was declared carried. Re: Traffic Signal. Councilman Benedetto stated that he felt that the traffic signal at the corner of "Rater and Taylor Streets, which had been used as a blinker signal only for some time, should be again put in operation as an alternate stop and go signal in order to properly control traff iat that point. This matter was referred to the Committee on Police and License. Re: Dog pound. Councilman Sullivan inquired as to the progress on the dog pound to be 13uilt, and Councilman Steele informed those present that plans had been drawn, materials acquired, and the workman woAld commence construction shortly. Mayor Anderson announced as follows: "In order that the City of Port Townsend may take advantage of any poet -war planning, and so that we will be in shape to participate in pro- posed public works by the Federal Government, I must again insist that all departmental budgets be in the hand of the Clerk forthwith, so that he can tabulate them by September le This year especially, I intend to follow the budget lawrp and any one derelict in thid par- ticular will be penalized by non -signature of warrant. ADUOURNMENT. No further business appearing, for consideration by the council at this time, it was moved by Councilman Carroll, and seconded by Councilman Mueller, that the council do now adjourn. The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this 4th day of September, 1945, at 7:30 o'clock P.M., in the Council Chambers of the City Hall, !li Mayor H. E. Anderson presiding. ROLL CALL. " present Officers and Members answering/to Roll Call were as follows: Mayor, H. E. Anderson; City Attorney, W. J. Daly; City Clerk, C. F. Christian; and Councilmen, Geo. F. Mueller, Ralph H. Steele, A. Benedetto, Dennis Sullivan and J. M. Carroll. Councilman H. E. Gleason arriving during the session. Councilman Vlm. Lammers, Sr. was excused from attendance. MINUTES OF PREVIOUS SESSION. The minutes of the previous session were read and it was thereupon moved by Councilman Mueller, and seconded by Councilman Carroll, that the minutes be accepted as written. Motion carried.
