Form letters from the above -named firms, soliciting consideration by the council for
employment as consulting engineers, were presented and outlined, and ordered filed.

A.M.A. Washington News Letters, s service of the Assocn. of Cash. Cities, were acknow-
ledged received and ordered filed for reference in the office of the city clerk.
Discovery Bay hesidents request water.
A group of residents of the area known as "the head of Discovery Bay",being present in
the Council Chambers, were invited, by the 16aynr, to present such matters as they might wish
to the council, at this time.
Mr. B. I•'. Pettygrove, acting as spokesman for the group, stated that the problem of an
adequate water supply for the residents of that area was becoming quite critical, and in
view of the fact that the water supply line of the city of Port Townsend passed within a
short distance of the district and carried in excess of the needs of the city, they wished
consideration by the council of their request to be supplied from said line. A written re-
quest w•as then presented to the city clerk, which was read in full, as follows:
To the Honorable City Counsel:
.e the undersigned tax payers of Jefferson County respectfully wish to connect with
the pipe line running to the school house at Discovery Bay.
Attached is e list of people interested in securing water, also the amount each is
willing to contribute toward the cost of laying the line.

The foregoing petition was accompanied by a certified check in the SAM of $500.00.
Mayor Anderson called upon the representatives of the health department to state their
opinions of the needs of the district, based upon their knowledge of existing conditions.
Mr. Van Amberg informed these present that there existed, without doubt, a serious need for
a more adequate safe water supply for these people. The present supply was obtained from
wells, springs, and streams and these were rapidly going dry. Several food handling estab-
lishments were serving the public in the district, and one of these was now forced to maul
water due to condemnation of their normal source of supply, while another now had an in-
sufficient supply for proper sanitation purposes.
Steele arrives.
Councilman Steele arrived at this time, and assumed his proper place in the proceedings
Water Supt. Lockhart was called upon to outline the status of the control of the line
from which service was requested and stated that the supply line beyond the city limits was
leased to Crown Zellerbach Corp. and that under the terms of the lease the only recognized
tap was for the so-called Hadlock- Irondale line. The tap serving the Discovery Bay School
from which service visa proposed is not provided for in the lease and exists only by suffer-
ence of paper company officials; therefor the city could not connect to this service except
upon express permission from the 3essee.
Councilman Gleason stated that under the cdreumstances as outlined above the city was
unable to take any action in the matter until such time as a written expression of approval
from the paper company had been secured and presentedi.to the council.
Yr. Pettygrove explained that he had endeavored at various times to get some statement
from mill officials bgt had been unable, so far, to secure a definite reply to his request,
and he felt that more consideration would be given the request if it were given the approval
of the proper city officials.
This matter was referred to the "'star Committee of the council and the ;:'star Supt. to
confer with representatives of the petitioners.

Street Dent.
A requisition by the Street Dept, for an exchange motor for the department's 1937
Chevrolet dump truck and the installation of same, was presented and read; and it was there-
upon moved by Councilman Mueller, and seconded by Councilman Gleason, that the requisition
be granted. Upon roll call vote, all six councilmen present voted in the affirmative and
motion was declared carried.
UNFINISHED LNID NEw BUSINESS.
Re: Wood for City Hall.
Councilman Sullivan called attention of the council to the fact that wood for the city
should be provided for before bad weather sets in and demands upon the suppliers increal.

Councilman Carroll reported that Mr. F. H. Lammers had stated that he could supply the
needed amount with wood of the same type and quality as he had furnished last year.

It was moved by Councilman Carroll that Mr. F. H. Lam.....ers be authorized to furnish the
wood necessary for the city hall for the coming year. This motion was seconded by Council-
man Sullivan, and upon roll call vote, all six councilmen present Voted in the affirmative
and motion was declared carried.
Lease Renewal; Site of Storm warning Tower.
An 'Agreement of Lease' form for renewal of the lease by the U.S. Department of Co:mert
of the site of the Storm 7.arning Tower, described as "a certain piece or parcel of land,
20 by 20 square feet, situated on Madison Street, near Franklin Street, on the bluff betweel
blocks 91 & 92, original Townsite, in the City of Port Townsend, County of Jefferson, State
of ':Iashington", was presented, and provisions thereof outlined by the city clerk.
It was moved by Councilman Carroll, and seconded by Councilman Sullivan, that said
lease be granted for a period of ten years, as requested. Lotion carried.
Fie: Ft. Gorden & Ft. Flagler water contracts.
The city clerk reported that new contracts, rather then the yearly renewal forms
commonly used heretofore, had been offered for the supplying of water to Fort Worden and
Fort Flagler, but that there appeared to be an error in the schedule of rates for the Fort
P:orden contract which should be determined before contract was accepted. This matter was
referred to the water committee for investigation.
Re: Grader Purchase.
City Attorney Daly reported that Lyall Arey, street dept. employee now in charge durin
the absence of Rollie Stahl, had recommendations relative to the type of grader required by
the city which would be well for the council to consider in view of the fact that bids have
been called for this equipment.
Ea. Arey stated that it was his opinion that equipment such as called for by the
specifications in the call for bids was larger and more expensive than was needed to perfor
the type of work required on city streets.
Councilman Idueller stated that he understood Mr. Arey to feel that the type of grader
specified was too large for the city's needs, but &s the call for bids had been published
this question could be decided before accepting a bid and new bids could be celled if'it
were determined that this was advisable.
Mr. J. T. Lay, ex-officio City Engineer, when asked for his views on the subject,
stated that Caterpillar was at the present time building only one model because of govern-
ment restrictions; that the larger machine could be used upon any job where a smaller
grader could be used, and would do the work quicker and with less wear and tear; and that
when work arose that called for heavier equipment it could be properly and speedily done.
Mr. Lay then answered questions of the councilmen upon various matters of the qualities of
different size graders.
ADJOURNLMNT.
There being no further business before the council for their consideration at this
time, it was moved by Councilman Carroll, and seconded by Councilman Steele, that the
council do now adjourn. Motion carried.
