Re: ".later Line beyond City Lake.
Water Supt. Lockhart renorted that he had been asked by Mr. Bukowsky, of Crown Zeller-
ach Corp., to inspect, with Mr. Bukowsky, the untreated continuous wood stave pipe just
eyond City Lake. This inspection had been made, and the pdrtion of the line so inspected
as undoubtedly in very bad condition. No subsequent request or recocmuendation had been
ode upon the subject.
This was referred to the Watev Committee of the Council, and the Water Supt.
Re: Monthly arrests.
Councilman Benedetto stated that the report of the Chief of Police, as compared with
is own personal observations of violations of the city ordinances, did not, in his opinion,
how a sufficient number of arrests and consequent return of fines to the city treasury.
Councilman Mueller stated that it was commonly considered as a better indication of
ood policing when the number of arrests were small, and he felt that we should be thankful
here were no more.
Councilman Carroll stated that it was not the purpose of any Police Dept, to serve as
collection agency or to "make money" for the city, and he felt, from his frequent contacts
ith the department and his knowledge of their activities, that this work was being handled
n a very satisfactory manner.
Re: Station Prairie airport.
Mayor Anderson reported that no further information relative to the proposed leasing of
he Army airfield at Station Prairie had been received, other than that the hay upon the
roperty had been sold.
Councilman Sullivan invited the members of the council, the Mayor and other city office
o an "affair" at his residence, then time of which they would be later notified. while the
xact significance of the occasion visa not stated, it visa commonly understood that Council -
an Sullivan's daughter Marjorie was to be married soon.
ADJOURNMENT.
There being no further business before the council, for their consideration at this
ime, it was moved by Councilman Carroll, and seconded by Councilman Benedetto, that'the
ouncil do how adjourn. Motion carried.

The CITY COUNCIL of the City of Port Townsend, Washington, met in gegular session this
17th day of July, 1945, at 7:30 o�clock P.L:., in the Council Chambers of the City Hall,
Mayor H. E. Anderson presiding.
ROLL CALL.
Officers and Members answering present to roll call were as follows: Mayor, H. E.
Anderson; City Attorney, N. J. Daly; City Clerk, C. F. Christian; and Councilmen, A. Benede
Steele, and H. E. Gleason. Councilman Vm. Lammers
J. M. Carroll, Geo. F. Mueller, Ralph H.
Sr. was excused by reason of illness.

MINUTES OF PREVIOUS SESSION.
The minutes of the previous seasion were read, and it was then moved by Councilman
Carroll, and seconded by Councilman Steele, that the minutes be approved as read. Mbtion
carried.
REPORTS OF OFFICERS.
City Treasurer.
The monthly report of the City Treasurer, for the month of June, 1945, was presented
and read, and referred to the Committee on Finance and Claims.

The monthly report of the Water Superintendent, for the month of June, 1945, was pre-
sented and read, and referred to the Co=iittee on %.star and Drainage.
The report of the .ater Superintendent, showing flow of water through main line meters
for the week ending July 16th, and the Crown Zellerbach Corp. meter for the week ending
July 7th, was presented and read, and referred to the Committee on Vlater and Drainage.
City Clerk.
The City Clerk reported that the application of the city to the War Production Board,
f'or a priority to purchase a motor grader, had been returned with notice that priority had
been denied.
New applicotion authorized.
It visa moved by Councilman Mueller, and seconded by Councilman Gleason, that the City
Clerk again make application for the desired priority. Motion carried.
BUILDING PERMITS.
A request for a building permit was presented and read, as follows:

Port Townsend, Washington.
Gentlemen: Permission is requested to make repairs and alterations to my building
situate 1030 Lawrence Street; at an estimated cost of $$500.00 (approximately) for materials.

Receipt of an AMA Washington News Letter, a service of the Association of Washington
Cities, was acknowledged and same ordered filed for reference in the office of the city cler:

Re: Use of bulldozer.
Councilman Steele reported that the small bulldozer owned by the county, for which
arrangement had been made with the County Commissioners for part time use by the city, was
being put in repair at the county shops. One of the employees of the city street department
was assisting in the repair work, and upon completion of same, this machine would be used
:..,� for about a week by the county and would then be available for use by the city.
