Anderson Mayor of Port Townsend Port Townsend, Washington Dear Mayor Anderson: y I yonder if I could secure your assistance in landscaping and tree -planting around the USO Club and in getting sidewalks builtin this vicinity. I noticed the other night all this work was badly needed and I am sure these improve- ments would be greatly appreciated by the Army, the Navy and the Coast Guard, and also it will greatly increase the value of this building to Port Townsend when it is taken over later by the city. The reading of the foregoing communication was followed by a general discussion of possible ways and means of accomplishing the objectives sought in said letter. Councilman Mueller stated that in view of the fine spirit of coopeation enjoyed in the past between r the city government and the various branches of the milityry service he felt that it would be well to carry out such a program, if possible; and suggested the placing of an asphalt sidewalk in conjunction with the street surfacing now in progress. j Engineer, J. T. Lay, explained to those present that the type of bituminous mix which visa being placed upon the streets would not be satisfactory for such use inasmuch as it re- quired use by auto traffic in order to set properly. He stated that it was now possible to get a plant mix asphalt which would be satisfactory for this purpose. o This matter was referred to the Committee on Streets & Sewers, and the City Engineer, for investigation and report. t UNFINISHED AND NEl" BUSINESS. Re: City Hall roof repairs. Councilman Benedetto, reporting for the Building Committee, stated that repairing of the present roof on the city hall building would give only temporary relief and would con- tinue to require work from year to year. He recommended that an architect be employed to draw plans for removal of the third story and the construction of a flat roof. I Councilman Gleason reported that a very complete inspection had been made of the top story of the building, and the roof, and he felt that the top story should be removed. He moved that an architect be employed to furnish plans upon which to make an estimate of :1 cost; said plans to be ready for presentation prior to the first meeting in August. This motion was seconded by Councilman Benedetto, and carried by voice vote of the members presen War Bond purchase authorized. The matter of the purchase of War Bonds by the city, for participation in the 7th War Loan Drive, was introduced and after short discussion it was moved by Councilman Carroll, { and seconded by eouncilman Gleason, that the city purchase 7/8% Certificates of Indebtedness in the a= of $10,000.00 from monies in the O.G.W.S. Cumulative Reserve Fund. Upon roll cal #I vote, all six councilmen present voted in the affirmative and motion was declared carried. Re: Airport rental. Councilman Steele reported that the Mayor and he had attended a meeting with the County Commissioners and a representative of the Federal Government relative to the rental by the county and city, jointly, of the present airfield at "Station Prairie" and that it had been agreed that the field could be rented for a fee of $100.00 annualg; payment to be divided equally between county and city. Discussion disclosed that the annual rental fee had been raised, subsequently, by the Federal Government, to $200.00; with no assurance that this figure could be accepted as final. It was moved by Councilman Carroll, and seconded by Councilman Mueller, that Councilmer Gleason and Steele continue as a committee and be authorized to act together with the county commissioners for the best interests of the city in this matter. Motion carried. G; Re: property purchase from county. Councilman Carroll inquired as to the status of the z Lot adjacent to the City Hall on the nobth, for which the Mayor had been authorized to make an offer; and was informed that the offer made had been rejected by the county commissioners. A discussion of the amount the city might reasonably pay was terminated by motion of Councilman Carroll, seconded by Councilman Steele, that the Mayor re -apply for purchase of said one-half lot at a bid of $25.00. Motion carried. r tC 0 I 0 62)9" t r. Councilman Mueller reported that he had been informed that Tony DeLeo had again offered' the building known as the "old cannery" for sale to the city. Re: Water connections at Chimacum. Water Supt. Lodkhart reported that the meters ordered some time ago for the services from the "Chimacum extension" had not as yet arrived; that many of the patrons to be served were anxious to be connected; and that in view, of the fact that theline was now carrying In excess of the amount of water allowed by the lease with Crown Zellerbach Corp. he wished for the council to direct what action to take in the matter. It was moved by Councilman Sullivan, and seconded by Councilman Steele that the Water Supt. be directed to make such connections as were requested and to place same on a flat rate basis until such time as meters were available for these services. Motion carried. City Attorney Daly stated that he wished the records to show that he had advised the Council that their present action, while not illegal, is questionaIDle under the present and existing lease and contract, as ratified and determined by a majority vote of the people of the City of Port Townsend. ADJOURNMENT. There being no further business for presentation to the council for their consideration at this time, it was moved by Councilman 'Carroll, and seconded by Councilman Benedetto, that the council do now adjourn.
