Chief of Police.
The monthly report of the Chief of Police, for the month of April, 1945, was presented
and outlined and referred to the committee on Police and License.
REPORTS OF STANDING COMMITTEES.
Harbor & Health.
Councilman Sullivan reported thot he, together with Clay Wolverton, Fire Marshal, had
met with local school authorities relative to the city Clean -Up, and had been assured that
help would be available from this sourde.
In the discussion which followed, the matter of hiring additional trucks and the
possibility of the use of army trucks from Fort Worden were considered; and it was also dis-
closed that burning of trash would be approved, weather permitting.
It was moved by Councilman Carroll, and seconded by Councilman Steele, that the sum of
10100.00, or as much thereof as was required,be allowed for the purpose of additional help
for the "clean-up" program. Upon roll call vote, all six councilmen present voted in the
affirmative and motion was declared carried.
BUILDING PERMITS.
A request for a building permit was presented and read as follows;

Port 'Townsend, Washington.
Gentlemen: Permission is requested to build an addition, 12'x 261, to my
dwelling situate 3rd and 'Thomas Streets; at an estimated cost of approximately
$150.00 for materials.

It was moved by Councilman Sullivan, and seconded by Councilman Benedetto, that a
permit be granted, as requested in the foregoing application. lotion carried.
COMMUNICATIONS.

Gentlemen:
At the last meeting of the City Council, whereupon the matter of better illumina-
tion for the downtown area of the City of Port Townsend came on for consideration,
your Mayor and the undersigned were divested to contact the Puget Sound Power & Light
Company concerning the same.
Last week Messrs. Leach and Flynn, representing the utility, attended at the
office of the Mayor in company with the local manager, Mr. Marriott.
At this conference the needs of certain street illumination for the city were
openly discussed. The representatives of the company stated emphatically that it
would be impossible at this time to even attempt to secure street light standards
for illumination purposes. Mr. Flynn stated however, that just as soon as he could
arrange his time, he would furnish to the city, without cost, an estimate of the
probable expense of complete ornamental illumination downtown between Polk and
Monroe Streets and uptown on Lawrence between Harrison an? Taylor, in accordance
with the post war planning brochure as previously adopted by Mr. W. A. Bugge.
The Power Company can now increase the present: units on Water Street from 2500
candlepower to 4000"candlepower, and install eight additional units of 4000 candle-
power each to meet the momentary problem as suggested ba City Engineer J. T. Lay.
We are informed that the installation coat, including labor and material, can
be at the expense of the Power Company, and that the obligation of the city shall
pertain no further than the increased cost due to the additional consumption of juice.
Yr Anderson and I are further informed that before the Power Company can progress
toward the objective a letter from the City Clerk, directing the installation, is
necessary.

A petition requesting a sidewalk along the Olympic Highway was read as follows:

In the discussion which followed the reading of the foregoing, it was stated by Council
man Carroll that it had been agreed between city and county officials that this natter would
be taken up with proper state officials, and that financing of same would be taken into
consideration in making of the city and county official budgets for the year 1946.
City Engineer, J. T. Lay, informed the council that he had conferred with Mr. Mason of
the State Highway Dept. and that Mr. Eason had agreed to provide an'estimate of cost as
for the construction of such a walk across what is known as the swamp. Mr. Lay said further
that he would again remind Mr. Mason, is it was possible that the matter had been overlooked
It was moved by Councilman Gleason, and seconded by Councilman Carroll, that this
matter be referred to the: Street Committee and the City Engineer for their report at a later
session. Motion carried.
From Assocn. of ','.'ash. Cities.
A letter from the Executive Committee of the Association of Tashington Cities stating
that in view of Federal restrictions it was considered advisable not to plan to hold the
annual convention in May, as customary, but that a tentative date for a meeting to be held
in September was being considered, was read and ordered fdlod; together with an'A.M.A.
Washington hews Letter.
UNFINISHED AND 1,07 BUSINESS.
He; Clean -Up Day "Ad".
Councilman Carroll inquired as to the opinion of the members with respect to inserting
an ad in the local paper to call attention to the clean-up program. Discussion of the
matter tended toward disapproval of such action, and no action was taken by the assembly.
Re: DoR Tags.
Councilman Carroll stated that tags were not, as yet, available to those who had paid
for licenses for dogs for the year 1945, and moved that such tago be ordered, at once, and
thut notice be given that such licenses are due and payable.
Discussion following this motion, relative to provisions of the ordinance and the
matter of providing facilities for the impounding of unlicensed dogs was somewhat lengthy;
but when the question was nut to roll call vote, the foregoing motion was unanimously carvie .
It was moved by Councilman Steele that the city purchase the necessary materials, and
build such pens as were required for a pound for dogs at name location readily accAssable to
the public. Councilman Sullivan scclndbd this motion and the question of the responsibility
of seeing that such pens conformed to requirements of the S. P. C. A., etc., was raised.
Councilman Steele stated thathe had some former experience at such work and would take over
the direction of the work. Upon roll call vote upon the motion by Councilman Steele, all
six councilmen present voted in the affirmative and motion was declared carried.

City Engineer, J. T. Lay informed the council that the first load of oil rock for the
surfacing program had arrived this day, but that an unhappy note in connection therewith
was the fact that the present price was 25 cents, per ,yard, more than in the original estimu e
