Gentlemen:
Under Ordinnnees Nos. 1101 and 1102 of this city, there was established under
existing law Civil Service Commissions empowered to operate for and on behalf of
the Fire and Police Departments.
After the adoption of these ordinances, my predecessor appointed three electors
of this city to act in the capacities indicated and to set up and provide for the
requirements as contemplated. Nothing was ever done in this particular insofar as
I can determine.
It is indeed unfortunate that so little interest has been taken in this mandat-
ory function of city government. I had hoped that the Kployees involved would
press the matter, but apparently they were either disinclined or misinformed.
Thus - nothing will be done unless I act. Consequently, all appointments of my
predecessor to the Civil Service Commissions of the City of Port Townsend are hereby
set ❑side and held for naught, and I do hereby- appoint, to act as the Civil Service
Commissions of the City of Port Townsend for both the Fire and Police Departments,
Ward B. Williams to serve for a six year term; Carl Hane to serve for a four year
term; T. J. Daly to serve for a two year term.
In making these appointments I have given due consideration to hhat I believe
is required to be done. :fear in mind, civil service is not just intended to operate
erclus&vely for the benefit of the employees involved. Rather, the primary object-
ive is improved and efficient public service. On the other hand, the employee is
assured some security against arbitrary and unfair treatment. At present, in the City
of Port Townsend, even those so-called "blanketed -in" employees, have now no such
assurance.

REQUISITIONS
Police Dept.
A requisition by the ?olice wept. for various traffic control signs was read; and it
as thereupon moved by Councilman Mueller, and seconded by Councilman Carroll, thht the
equisition be granted. Upon roll call vote, all sir, councilmen present voted in the
ffirmative, and motion was declared carried.
ORDINANCES AND RESOLUTIONS
O.G.W.5. Replacenent Fund, Emergency Ordinance
A proposed emergency ordinance to provide funds for the prosecution of the work of re -
lacing certain portions of the main water supoly line, which was read in full for the
irst reading at the last regular session, and is incorporated in the minutes thereof, was
ead in full at this time for the second reeding.
It was moved by Councilman Mueller, and seconded by Councilman Carroll, that the third
_ading be by title only. Upon roll call vote, all six councilmen present voted in the
ffir::ative, and motion was declared carried.
Third Reading and Passage.
The proposed Ordinance was read, by title only, for the third reading; whereupon it was
oved by Councilman Sullivan, and seconded by Councilman Carroll, that the ordinance do now
ass. Upon roll call vote, all six councilmen present voted in the affirmative and motion
as declared carried.
Health Dept.,hmergenw Ordinance
An emergent;; ordinance to provide additional funds for the purchase and equipping of
a rubbish cisposal vehicle for the Garbage (Health) Dept.; together with a letter of trans-
mission by the City Attorney, was presented and read in full, at this time, for the first
reading, as follows:

Gentlemen: At the request of your City Clerk, there is transmitted herewith a proposed
ordinance to take care of a deficiency in the a:..ount of money necessary to satisfy the
demands financially with respect to the new: garbage truck.

ORDINANCE
AN ORDINANCE of the City of Port Townsend confirming Ordinance No. 1173 of said city
entitled "An ordir.snce of the City of Port Townsend providing for the
immediate appropriation of money for the Current Expense Fund of said
city it order to provide funds for the purchase of a rubbish disposal
truck for the Garbage (Health) Department of said City and declaring
an emergency. Passed by the City Council, September 26, 1944. Approved
by the Mayor, September 27, 1944"; and appropriating additional funds
to meet the total cost of such acquisition, and declaring and emergency.
WHEREAS, the appropriation provided under urdinance No. 1173, as entitled
aforesaid, has been found to be insufficient to properly equip said truck with box
and: frame.to meet the uses for which intended, and,
WHEREAS, such deficiency could not have been foreseen at the time of the
adoption of the official budget for said city for the year 1945 in view of the fact
that the voucher for the payment of the body and chassis of the truck, as ordered,
was not delivered into the hands of said city until thereafter, now therefore,
THE CIT'I COUNCIL OF THE CITY OF PORT TO'iiNSEND DO ORDAIN AS FOLLOWS:
Section 1: That.all of the provisions of said Ordinance No. 1173 of dafd city
entitled "An ordinance of the City of Port Townsend providing for the immediate
appropriation of money for the Current Expense Fund of said city in order to provide
funds for the purchase of a rubbish disposal truck for the Garbage (Health) Depart-
ment of daid city and declaring and emergency.", be and the same is hereby confirm-
ed, and that an emergency is hereby found and declared to exist, requiring the
immediate appropriation for expenditure during the year 1945 of the sum of $350.00,
which said sum as hereby appropriated, together with the sum of $1650.00 as
appropriated by said Ordinance No. 1173, shall be and represent the total cost for
the purchase price of body and chassis together with labor and material, for
construction of sub -frame and other installation thereto, and the City Clerk be and
is hereby authorized to draws emergency warrants chargeable to the fund of the Health
Department of this city not exceeding the amount in the aggregate as herein set forth.
Section 2: This ordinance to be published once in the Port Townsend Leader to
be in force and take effect five days from and after such publicatAn.

This ordinance, being of an emergent nature, must by law lay over to the next regular
cession for final action.
UNFINISHED AND NE.:' BUSINESS
Bids called for Aerial Ladder 'Truck.
It was moved by Councilman Mueller that the City Clerk publish a call for bids to
'urnish the city with an Aerial Ladder Truck, in accordance with the specifications of the
'ort Townsend 'Fire Dept; said bids to be presented for consideration at the regular session
;o be held on Lay 1, 1945. This motion was seconded by Councilman Gleason; and upon roll
:all vote, Councilmen Benedetto, Carroll, Mueller, Steele, and Gleason voted in the affirm-
itive, and Councilman Sullivan voted in the negative, and motion was declared carried.
Re: Fire Escapes and ''ire Hazards
The matter of adequate fire escapes on multiple story buildings in the city was brought
up and discussed, and the Mayor referred it to the Fire & Light committee for investigation
and report at the next regular session.
Councilman Mueller stated that under present circumstances, the building located on
the southeasterly corner of the intersection of Water and Tyler streets was definitely a
fire hazard.
Councilman Sullivan reported that a representative of the Hoard of Underwriters was
due in the city soon, and that the matter could be taken up at that time with o view to
improving present conditions.
Lammers better.
Councilman Benedetto reported that Councilman Lammers, who has been confined to his
home for some time because of illness, was considerably improved.
Re: Sidewalks.
Mayor Anderson called to the attention of the members present, the matter of the need
of repairs to certain sidewalks in the business district.
