Pipe Line heplacement Emergency Ordinance
A proposed emergency Ordinance, to provide funds for the prosecution of the work of
replacerent of certain portions of the. main water upply line, together with a letter of
transmition by the City Attorney, was presented anc read as follows:

Gentlemen:
Attached hereto is a draft: of proposed Emergency Ordinance to
provide for the water line replacements r_a contemplated by Ordinances
1169 slid 1180.
1 have arrived at the figure of ;"98,000.00 arbitrarily by merely
lidding ten per cent of the total construction price to include sales
tax, engineering, and overhead.

All OLDINANCE of the City (if Port Townsend providing for the immediate
appropriation of money for expenditure during the year
1945 to provide oriPinal capital for the prosecution of
that certain public work contemplated under Resolution
No. 44-4 of said city and as further authorized and
directed under Ordinance Nos. 1169, and 1160; fixing
the nsme of the fund as created hereunder and declaring
an emergency.
77HER A5, at the time of the adoption of the official budget
of the Olympic Gravity Water System for the your 1945, the amount
proposed to be expended under ties olution No. 44-4 and under Ordinance
No. 1169 of sr.id city could not, with accuracy, have been foreseen,
and,
'1liiE:;Iis, under contract heretofore directed to be executed, by
and botv:een the City of Port Townsend and The Steel Tank and Pipe
Company of Portland, the am unt ':aereof has been settled and deter-
mined at 388 ,032.99; and, that in addition thereto it is necessary
that further, appropriation be made to provide for the en.l,;ineering,
sales tar., e::d other incidental expense heretofore incurred, and to
be hereinafter incurred, in the prosecuticn of such work, and,

the sum of c98,000.00 is a sufficient su:n to provide for these

reimbursement from the lessee under the existing lease heretofore
executed under Ordinance No. 1169 as aforesaid, now therefore,

Section. 1: That an emergency is hereby found and declared
to exist, requiring the: immediate appropriation of money charge-
able to the funds of the Olympic Gravity rater System of the City
of Part Townsend, in the sum of �;98,000.00, to meet the fiscal
requirements as hereinbefore. determined.
Section 2: That such sun.:, as herein appropriated, is hereby
establisi.ec as a ter.-.porary fund of this city - to be known and
designated ns "Olympic Gravity '"cter System heplacement I•und," and
that all dizburser:ents heretofore made in contemplation of said
Resolution No. 44-4, and as later confirmed by said Ordinances
Nos. 1169 and 1160, arc: hereby nor: declared to be a debit to the
said fund as herein created, end the City Clerk and City 'Treasurer
be and hereby arc authorised to make appropriate transfer upon
the boo.:s of their respective offlc•.,s in order to meet the tenor
and intent of this Ordinance, end to •,:•oxide a medium by which
strict nccountinF can be given to the cost of this public :cork.
Section 3: That this ordinacc be published once in the
Port, Yo;:nsend Leade.- to :.e in force and take effect from and efter
fi,e days of such publication.

The reading of tho foregoing ordnance in full, is considered as the first reading of
three, as required by law. But the ordinance boing of a emergent nature, must by 1avr,
lay over to the next regular session for final action, and therefore was given no further.,
consideration at this time.

Upon the recommendation of the Division of Municipal
Corporations of the State Auditor's office of the St:.te of
Yiashington,
I'T IS HEREBY RESOLVED by the City Council of the City of
Port Townsend, that the City Clerk and the City 'Treasurer of the
City of Port Townsend be and hereby are directed to close and
strike from the records of tbeir resnective offices, the entry
of the following funds:
P/AR LIQUOR TAX FUND
niOTOR VEHICLE EXCISE TAX. FUND
STATE AID FUND
and such balances as are now on hand in each and all of such funds,
be and hereby are transferred to the CU'.IRENT ly..PENSE FUND of said
city.

RESOLUTION
BE IT P,ESOLVED by the City Council of the City of Port Town-
send, that there be and is hereby set aside from tho Current
Expense Fund of said city for use and expenditure by check of
the City 'Treasure:- of said city, the sum of Ca200.00 in order t"O t
sr..all items of freight, express, motor vehicle licenses and other
incidental expense can be handled with promptness and dispatch
to be later expensed against the proper funds of said city res-
ponsible therefor, said fund to be known and designated as "City
Treasurer's Petty Cash Fund".
