L:INUTESi(Ol Iiir ElIGULIH SESSION OF THE CITY COUNCIL, FEBRUARY 20, 1945
From E. IN. Erickson
A letter from IMP. E. W. Ericl:sun, manager of the local Crown Zellerbach mill, relative
to the flow of water through the "Hadlock-Irondule" line, with particular emphasis placed
upon the periods during the year 1944 when the flow exceeded the lease amount, ',vas read,
as follows:
February 10, 1945
City of Port Townsend
Port Townsend, Washington
Gentlemen:
We note from the local piper that; you are contemplating extending
your water supply lines in Chimacum, which connect with the six inch
connection to the system now under lease to us as referred to in the
Modification of Lease, dated February 24, 1942.
In view of the fact that for more than twenty days during July
1944 and for approximately ten days in September 1944 you exceeded
the 300,000 gallons per twenty -lour hour day which you are permitted
to draw under the terms of the lease as modified, we call the matter to
your attention so that you may guard against any future violations of this
provision.
For your ready reference the following shows the eater usages
on the Ivondale-Hadlock six inch line last summer:

Councilman Benedetto inquired as to ,whet action had been taken in the matter of
the Willow Street Sewer, and Attorney Daly stated that he had neglected to bring the papers
to this meeting.
Re: P. T. A. Program
mayor Anderson stated that he understood that firs. Zylpha Davis, who was present in
the council chambers, had a request to place before the council for their consideration.
Mrs. Davis informed the Members that she had been delegated to speak as a rep•esenta-
tive of the Parent Teacher's Association, and stated that following the last war a period
of increased ,juvenile crime had boon experienced, that a like increase was anticipated to
Jo llow this war, and that it was the aim of the Association to prevent, insofar as possible
such a recurrence.
She said that Or. W. H. Carder, who was also prescnt,-had the outline of the plans
considerec fur t1is purpose, and ackec him to present them at this time.
Mr. Carder stutod that no definite program had been established but that the general
idea was to provide other activities to hold the interest of the children.
A lengt:•:y discussion ensued with many question asked and some of them answered, and
some not; and the opinion of the council seemed to be summed up by Councilman Mueller'ts
question, "Just what do you ::ant the Council to do", and his further statement to the
affect that it would be necessary to propose a definite course of action lop the Council
to consider, before anything could be accomplished along theme lines, by the Council.
