Christian Carroll Excused Councilman Carroll was called in connection with his business, and was excused from attendance upon his request. It was moved by Councilmen Broom and Seconded by Councilman Sullivan, that the first rending of the linter Fund Budget Ordinance, be considered the second reading, and that the third reading be by title only. Upon roll call vote, all five Councilmen present, voted in the affirmative, and motion was declared carried. Third Heading and Passage The proposed Ordinance was rend by title only for the third reading, and it was then moved by Councilman Broom and seconded by Councilman Sullivan, that thu said Ordinance do now pass. Upon roll call vote, all five Councilmen present, voted in the affirmative, and motion visa declared carried. i'ax. Levy Ordinance An Ordinance making and fixing; the tax levy for the year 1945, was presented and read in lull for the first reading, as follows: ORDINANCE NO. AN ORDINANCE making and fixing the tax levy for the City of Port Townsend foi• taxes for the year 1945. THE CITY COUNCIL OF '!;E CITY OF PORT TO1.*XSEND DO ORDAIN AS FOLLOI'.'s: Section, 1. Ti:at there is hereby levied upon all the taxuble property in t:no City of Port Townsend, the following,. sums of money and rates of tax levy for the different purposes herein designated, for the year 1945, and the rate of taxation upon the dollar of assessed valuation of said city for such purposes is as i'ollows: First: For the payment of current expenses and for the Current Expense i•und, the sum of ,J 10,702.20, and the rate of tax levy for said fund is i:ereby fixed nt mills on the dollar. Second: For the purpose of maintaining a public library and for tl.e L ri> y Fund, the sum of V 2,986.66, and the :-ate of tax levy for said fund is hereby fixed at o:00 mills on the dollar. UNFINISHEll 41•11) N73 BUSINESS L:ayor 7,elcomes Health Officer Mayor Anderson welcomed Dr. Benham, health Officer of the Olympic health District, and asked if the Dr. would care to say a few words to the Council. In reply, Dr. Benham stated that inasmuch as the City of Port Townsend provides a portion of the money for the operation of the Department, he felt that he should, at least, show up at a Council meeting, in order that the City Officials might recognize him by sight. Dr. Benham introduced Mr. Van mburr, a member of the Department, and stated that Ur . Van Amburg might have a report of interest to those present. Mr. Van Amburg reported that an effort was being made to bring all restaurants in the city up to proper health and sanitation standards; that approximately 50% of the local restaurants have qualified, and that all others have been given notice to comply wit:lin 30 days. Ile stated that good cooperation had been received from the various restaurants owners. It visa also reported that a survey by the Food Sanitarium, had shodied increase from a 46 grade to an 80 grade,in the past year. he: -Residual headings Slater Superintendent Lockhart, reported that the wife of the watchman at City Lake, had signified a willingness to take daily residual readings, and make out necessary reports, if the Council so desired. A short discussion followed, and the matter was then referred to the Slater Committee. Carroll aeturns Councilman Carroll returned to the meeting at this time, and assumed 'pis chair. Garbage Department Problems Lir. Tennison, Superintendent of the Garbage Collection Service, was invited by the Y,nyor, to address the Council, relative to any needs or recommendations for his department. L:r. T,=ison stated that the department had a number of problems, chiefly of which, were the following: Inability to keep competent help, due to higher scale wages in other available work. Difficulty in Petting people to keep proper garbage cans, and to keen the cans clean, and need of a new., truck chassis for the department. He gave it as his opinion, that the tank body used for collection in the Residential L-istrict, should be placed upon a new chassis, rather than the flat rack box, as now contemplated, by. the Council. The various points mentioned, were discussed briefly, by those present, but no recommendations made or action taken.
