Dear Mayor Anderson: I have noticed in the press that public water rates are being re- duced in Port Townsend and vicinity, and if this is so, I request a similar reduction for Fort 1.7orden and I-ort Flagler. I would be very glad to send an officer to discuss this subject with you or your representative at any time and place convenient to ,you, either at Fort 117orden or in Port Townsend. ORDINANCES A'D RESOLUTIONS Garbage Department Emergency Ordinance A proposed emergency Ordinance to provide funds for a new truck chassis for the Garbage Department, which had been rend for the required three readings at t'^e last regular session of the Council, and incorporated in full in the minutes of such meetings, was considered for passage at this time. The City Clerk stated that he had been verbally assured by the local agents of the bidders, that the station allotment would allow them to furnish gasoline to the city, during the final three months of the year. It vies moved by Councilman ]dueller and seconded by Councilman Garroll, that the three Oil Companies having contracts with the city, be granted the privclige of supply- ing the city's gasoline needs for an additional month apiece, and that the company furnishing service during the present month,. continue during the month of October. Notion carried. Re: -Residence of Councilman Brown Councilman Lammers stated that he would like to have the opinion of the City Attorney, at this time, upon the following questions, to -wit: Is Councilman Brown, by reason of his temporary residence outside the limits of the City of Port 'Townsend, qualified to hold office as a member of the Council of said city? Is Councilman `:3rown, in view of reason heretofore stated, qualified to file as Candidate for the position of Councilr.:an of the City of Port Townsend, at the coming city election? City Attorney Daly, gaus�it as his opinion, that in the absence of any evidence of a change in the le6iresidence of a CounciLman, and until his, right to hold office had been formally challenged, and a decision reached in the matter, there was nothing which would disqualify a Councilman from holding office, or from filing as a Candidate for such office , by reason of the objection stated. ORDINANCES AND RESOLUTIONS The Council reverted to Ordinances and Resolution, in ovder that they might consider the following. Re: -Child G'elfare Center A Resolution providing for the allocation of funds by the city, to share with other Governmental Units, the cost of the erection of a building for use as a Child Welfare Center, was presented and read in full as follor:s: RESOLUTION NO. '!,'HEREAS, there has been submitted to the City Council of the City of Port Townsend, by recognized and responsible citizens, a plan and method that may permit the construction of a building upon Block 136 of the Original Townsite of the City of Port Townsend, suitable and conceivable of develop- ment into an adequate Child Welfare Center to meet existing needs, A1ID WHEF.EAS, to accomplish this conception, federal, municipal, and other governmental financial aid and assistance is necessary, and, '::HEREAS, it appears to said City Council that it is in the interest of said city, and of all the people thereof, that the City of Port 'Townsend should participate therein, therefore, BE IT RESOLVED by the City Council of the City of Port 'Townsend, and said City Council does hereby pledge and bind said city for the appropri- ation and expenditure for the purposes aforesaid of the sim of $4,000,00 from the War Liquor Tax Fund oi' said city, said payment to be made thirty days after the certification to the city of the architect employed for the construction, of the need therefor. PASSED by the City Council of the City of Port 'Townsend, Washington, signed by the I.a,.or, and attested by the City Clark in authentication of such passage, this 26th day of September, 1944. A discussion, relative to the aims and purposes, and the uses to :'rhiuh such a building might be put, was carried on for a short period, and upon termination thereof, a roll call vote vies taken, and each of the five council- men present voting in the affirmative, the motion was declared carried. • I 0 a
