Notion carried. ORDINANCES AE`u RESOLUTIOES A resolution relative to the proper manner of observing "V-DAY", was presented and read in full at this time, as follows: `r.E::OLUTIOR NO. 1.MREAS, news coming thru the radio and public press clearly indi- cates the military fall of the German Reich at a time not too far distant, and, �Hl:iisAS, such day, already designated V-Day by general accord, will be one of unbounded joy and relief to all citizens of the United States; but, the City Council of the City of Port Townsend, as a public legislative body, recognizes that full victory will not be ours until the surrender of the Japanese Army and navy - to which objective we have dedicated our undivided efforts, therefore, BE I11' RESOLVED by the City Council of the City of Port Townsend, and said City Council does hereby exhort all of the residents of said city to observe V-Day, tha', is the day of receipt of official announcement that hostilities in Europe have ceased, by soberly, quietly and effectively pursuing their respective and individual tasks so that there shall be no wasted hours; no lessening of production and consequently no shortening of the time for the ultimate utter and complete collapse of the insidious Influences novr dominating the people of the :aspire of Japan. ADOPTED by the City Council of the City of Fort Townsend, in regular session assembled this day of September, 1944. ay or Attest: City Clerk Resolution Adopted It was moved by Councilman Yaroido and seconded by Councilman Brown, that the fore- going resolution be adopted. A short discussion was held, relative to the objections sought by the foregoing resolution, and upon its termination, a roll call vote was taken upon the motion to adopt and tivas carried unaminously. U`It'SkI:n�.L AIVD I11. :�U:In�SS Re: -Truck for Garbage Department Councilman Sullivan info. -red the members present, that Thomas ilotors, the local Ford Agency, now had available, a ne:'r Chassis, which could be purchased to replace equipment now in service by the department. A discussion of ways and means, and the advisability of deciding at this time, upon the purchase of any particular make of truck was held. Upon termination of this foregoing discussion, Councilman Sullivan moved that the city purchase a Ford 11 ton,tvuck chassis,from Thomas 1:otors, but no second was given this motion. Re: -Pipe Line Replacement Councilman I,.aroldo inquired as to what action had been taken to reach some decision in the matter of the rec•uest of Crovrn bellerbach Corporation, for replace- ment of certain Portions of the main supply line. Councilman Carroll stated that '."ater Superintendent Lockhart, had arranged to have a competent pipe company repre- sentative,from Federal Pipe and 'Tank Company, of Seattle, pr•esent,at the next meeting. n t4 Ir V I lI L 0 E E 1 S-SSION OF 11I1-" CITY COUNCIL, SEPTF:MEL 5, 1944 L` 1 Housing Authority Garbage Contract Authorized The City Clerk presented and read a form of contract tendered by the local ( •� Housing Authority, for removal of garbage and refuse from the Olympic Vier; Housing Project, and assured the Council that all provisions of the Ordinance governing this service by the city, were covered in the preferred contract. ti It was moved by Councilman Sullivan and seconded by Councilman Carroll, that the - Mayor and City Clerk be authorized and directed to execute the foregoing contract, upon approval of same,by the City Attorney. Motion carried. ORDII4ANCES AND RESOLUTIOUS The Council at this time, reverted to the order of business designated Ordinances and I:esolut'ions, for the purpose of considering a proposed emergency Ordinance to provide funds for the purchase of equipment for the Garbage Department, The proposed Ordinance was read in full at this time, for the first reading, as follows: ORDINANCE 110. A24 ORDINIONCE of the City of Port 'Townsend providing for the immediate .. appropriation of money for the Current Expense Fund of said city in order to provide funds for the purchase of a rubbish disposal truck for the Garbage (Health) Departr.:ent of said city, and declaring an emergency. t ';,7iEREAS, it now appears to the City Council of the City of Port Townsend that the present rubbish disposal truck used by the S%�z!-;?::' Health Department of the city is so worn that the cost of repairs thereto is adjudged to be more than ordinary and economic administration of that department dictates, and, 1 ,_ .HEREAS, a chassis can no.; be obtained, to be later fitted with hoist and body, so as to adequately meet the needs of said department, and, { • 7:HE.hEAS, the purchase price thereof is but the sum of $1650.00, and provision therefor could not have been forseen at the time ,.,_'•:... of the adoption of the official budget for said Health Department for the year 1944, therefore, air;t . That an emergency is hereby found and declared to exist for the immediate appropriation of said sum, and said sum is - hereby appropriated, and the City Clerk be and hereby is authorized to dray emergency warrants against said Current Es.pense Fund, charge- able to the Health Department, in an amount not exceeding $1650.00, upon the presentation of properly approved vouchers. Section 3. That this ordinance be published once in the Port - Townsend Leader to be in force and take effect as nrovided by law. : d- PASSED by the City Council, September , 1944. It was moved by Councilman Brown and seconded by Councilman Sullivan that the first reading be considered as the second reading, and that the third reading be by title only.
