ORDINANCES AND LESOLUTIO;.S An Ordinance embodying the recorm endation of the Committee on Later and Lrainage, with resncet to the matter of a reduction of rates to water users, visa noes^nt.ed and read In full at this time, Toil the first reading as follows: ORDT_:iAliCE No. AN OhDIEANCE amending Ordinance No. 1110 of the City of Port Townsend entitled "All ORDIiiA::CT: of the City of Port Townsend relating, to the municipal water supply 01' said city, regulating the uses of water therefrom, providing for the sale of the same, fixing the price thereof, and pr•ovidir.., for a method of collection rates therefor, ❑nd repealing all ordinances or parts of ordinances in conflict therewith", passed by the City Council Dece:berr 19, 1939, and ap:aloved by the :Layor Decer..ber 20, 1939. The City Council of the City of Port 'tovrnsend do ordain as follows: Section 1. That sections 22 and 23 of Ordinance No. 11.10 of the City of Port Townsend, entitled "An Ordinance of the City of Port Townsend relating to t}e municipal water supply of said city, regulating the uses of water therefrom, providing for the sale of the same, fixing the price thereof, and providing a method of collection rates therefor, and repealing nll ordirances or parts of ordinances in conflict therewith", passed by the City Council December 19, 1939, and approved by the Mayor, December 20, 1939, be are the same are hereby amended to read as follows: Section 22. L11 other services shall be by meter and the rates for •water supplied by meter shall be for the quantity use in any one month as follows: A minimum rate of $2.25 for 5000 gallons or less; 00� for the following 1000 gallons above 5000 gallons, and 30� for the following 1000 gallons above 6000 gallons up to 7000 gallons; all over and above 7000 gallons, 21F per 1000 gallons. In computing metez• rates as above provided, results ending in one and two cents will be counted "0"; results enuing in three, four, six or seven cents will be courted 11511; and results ending in eight or nine cents will be counted "loll. Section 23. 1,11 bills for water by fixed or flat: rate are due and payable on the first day of each month in advance, at the office of the City Tl'easurer•, without any notice whatever to the consumer, PROVILED that if' the same are paid on or before the loth day of esch month, a discount of w 55� shall be allowed, as to each thereof, but, thereafter, the came shall be considered delinquent. All bills for the use of water by meter shall be due and payable on the first day of each and every succeeding Month, and if not pat within ten days from due date, the same shall be considered delinquent. In the computation of time under this ordinance, should the loth day of the math fall on a Sunday or a holiday, the ten day grace period hereby authorized shall be extended an additional day. (`. 4. 1 Q i 0 In all cases where water is not paid within the time provided by law, the payment may be enforced by shutting off the water until all charges including charges for• "shut-off" and "turn -on" shall have been paid. Section 2. That this ordinance be published once in the Port Townsend Leader to be in force and take effect September 1, 1944. PASSED by the City Council August , 1944. ' Councilmen Buse spoke upon the matter of consideration of purchase of an Aerial Ladder Truck fox- the Fire Department, stating that the City was perhaps better able ® financially, to make such a purchase at this time; that the period of construction of such equipment was lengthy, and that therefore, a tentative order should be placed, inasmuch as the equipment could be disposed of by the seller, in the event this City was unable to complete the transaction. Councilman Buse then moved that the Mayor and City Clerk be authorized to sign an order for a new 65 ft., Aerial Ladder Truck and necessary- accessories thereto, subject to the provisions of the 1945 budget, to be adopt:eil in October. This motion was seconded by Council:..an Carroll, and upon roll call vote, all six Councilmen present voted in the affirmative, and motion was declared carried. He:- New Garbage Truck Chassis It was moved by Councilman Mueller and seconded by Councilman Carroll, that the purchase of a new truck chassis for the health and Sanitation Department , to be used in the collection of garbage and refuse, be authorized and ordered, contingent upon purchase for the necessary funds, in the 1945 City Budget, as adopted in October of this year. Upon roll call vote, all six Councilmen present voted in the affirma- tive, and motion was declared carried. Yower Order Y.ithdrawn It was moved by Councilman Brown, that the City Clerk be instructed to with- draw the order for a Tractor Mower, placed with Nelson Equipment Co., inasmuch as delivery could not be made in accordance with agreement. This motion was seconded by Councilman Carroll, and carried.by voice vote of the members present. lies Order Placed It was moved by Councilman Brown and seconded by Councilman Mueller, that upon completion of the withdrawal of order from Nelson Equipment Co. by letter; an order for an International -Tractor -Mower, be placed with Howard -Cooper Corporation. Upon roll call vote, all six Councilmen present voted in the affirmative, and motion was declared carried. License Granted Abbott It was moved by Council Brown, that the application of Mr. Lewis A. Abbott, which was referred to the Police and License Cornittee at the last regular session, be approved, and that the license sought, be granted.upon payment of the proper fee, as provided by Ordinance for such license. This motion was seconded by ® Councilman Buse, and carried by vote of the members present. Re:-1945 Budget Councilman Brown stated that there were many matters to be considered seriously, in order to properly prepare a budget for the year 1945, and urged all Councilmen and Department Heads, to give immediate and sufficient attention and consideration ® to these. It was moved by Councilman Huse and seconded by Councilman Mueller, that the City Clerk be authorized to employ such additional help as considered necessary, in order to properly complete formation of the budget on schedule. Upon roll call vote, all sir. Councilmen present voted in the affirmative, and motion was declared carried. ADJ OURtF.:ELT No further business appearing for consideration by the Council at this time, it was moved by Councilman Brown, and seconded by Councilman Carroll, that the Council do now adjourn.
