police operations, making secure the present allocation of police radio
frequencies from inroads of cor:':e:cial interests in post-war radio plans,
public relations techniques for securing better cooperation from the
public in law observance, and many other equally important subjects
are on the program.
In the past it has been highly advisable for each city to send its
chief of police to these annual conferences. This year it is more
important than ever. L'hc benefits derived from his attendance will
far exceed ti:e nominal cost to your city involved. :'his is apparent
when you consider that a ra,jority of cities in the United States and
Canada now appropriate regular or special funds to cover travel to
ICAP annual conferences.
Your favorable consideration of this matter is respectfully re-
cuested. Should any members of your Council find it possible to ac-
company your chief of police to this Conference, they ar cordially
Invited to do so.

It :.as moved by Councilman ::arroll that the Water Cou_nittee of the City Council,
together wit- the City Treasurer, City Attorney, and City Water Superintendent,
be emDorered to investigate the financial condition of the city water system,
seeking ❑ reduction of water rates to all water customers of the city, especially
to industrial consumers within the city, such reduction to be in accordance with
sound business practices, taking into consideration the present obligations of
the systen.
This notion was seconded by Councilman t:ueller, and a short discussion followed,
relative to the m.,attev as it affected industrial consw::ers, and upon conclusion of the
discussion, the foregoing motion was carvied.by voice vote of the members present.
he: -New Truck for Garbage Department
Councilmen Sullivan brought before the Council for their consideration., the
matter of the need for a now truck, to replace the 1936 model,Ford Truck, now used
by the Garbage Department, for the Business District collection and special hauling.
Councilmen Sullivan stated that the piece of ecuipment mentioned, had reached a state
of condition at which it was innossible to keep it operating from a standpoint of
dependability and econon;y. This matter was discussed briefly, but no action taken
by the Council at this time.
Re: -Aerial Ladder Truck
Councilman Dweller renorted that the Driority rating applied for, to enable
the City to purchase an Aerial Ladder 'Truck, had been received,and it was necessary
at this time to take into consideration, means and methods of financing such a
purchase. A short discussion ensued, concluded by Councilman �uellerfs motion
that the :ratter be tabled until the next session, to enable the menbers to ta::e the
natter into consideration during that time. This motion was seconded by Councilman
Carroll, and car: -led by voice vote of the =_embers pz•esent.
Carroll Excused
Councilman Carroll was, excused front further attendance at this time, because of
a business demand which had arisin, nece-sitsting his attention.

Council Chambers, and was invited to address the Council at this tine, should he so
desire. Is. Bow stated that he did have one matter which he would like to place
before the CouT.cil; thnt being the ir:ability of the State Department of health to
certify the water surmly of the City of Port 'Townsend to the United States Govern-
=e-nt, and the Interstate Conrerec Corrrissiun , because of non-compliance by the City,
of certain minor ref-ulntions. He stcted furthev that he recognized the difficulty
of obtaining daily res_dun]. readings by the Prater Lepartr..ent Personel, because of
ceu rap.ic differences, and sur,gested that sac1n resdingc nic'r,t be tai.en by some otter
ind_vicual situated closer to the point ut which readings would lie taken.
