CITY COUNCIL, JULY 5, 1944 From Francis DoLeo, to -wit: June 28, 1944 Honorable :,layor and City Council City of Port Townsend Gentlemen: Application is hereby made to lease for a period of one year, that portion of Calhoun street between P:nter street and Front street. The area is necessary ac a parking place, incident to the operation of my business of the Homn Cafe. Respectfully, Francis DcLeo Lease Granted It was moved by Councilman Brown and seconded by Councilman Buse, that the street area outlined in the foregoing communication be leased to Mr. DoLeo, for a term of one year, at privelege of renewal :it a rate of one dollar. July 3, 1944 The Honorable Mayor and City Council City Hall, c/o City Clerk, Port Townsend, °:ashington Gentlemen: The Snow Creek crossing of the Port Townsend pipe line will require a protective bulkhead and it is the intention of the Crown Zellerbach Corporation an part of its obligation to maintain the pipe line to get the required construction under way at once and completed before large volumes of water are agulnKarried by Snow Creek. T'-e bulkhead to be constructed will be similar to the one constructed sane seven or eight years ago, some 800 feet downstream from present pro- posed job. It will, however, be longer and of greater cost; and it will require most of the time available this summer during low water to finish it. The necessity for this bulkhead is caused by the fact that where the pipe line crosses Snow Greek it lies exposed in the bottom of the creek bed. So exposed it is subject to injury and possible rupture, first because the erosion of the creek is cutting away the pipe support, and second, because during heavy run-offs the creek brings down logs and other heavy debris. The pipe line rifiit of way adjoins certain lane owned by John Schmocher, In carrying on our work it will no doubt be necessary to temporarily occupy some of the land. ;le refer to that land adjoining the creek and now used for grazing. Er. Sch:�ocher has indicated that whenever vie proceed with the ,job described he would take offense at our doing so without consulting him. He expressed some resentment about past occurences out there that caused him certain loss and annoyance. ':e believe this had to do with the flood caused by a log jam before the existing bulkhead visa built. The above is written as our sincere desire to have the necessary work done without incurring Mr. Schmocher's resentment. Y!e should like to suggest that Mir. Schmocher be advised regarding this work. Possibly this could best be done by nr. Si Lockhart, city water superintendent, and 1:r. H. L. Bukoasky, plant engineer, contacting >s. Schmocher. Bugge, ex-officfo City Engineer of the City of Port Townsend; and learning thereby of his moving from the City of Port Townsnnd, and acceptance of a position which will encompass greater field for his energy and talents, therefore, ;! BE IT PESOLVED by the City Council of the City of Port Townsend that public recognition be made manifest by this legislative body of the gratitude that is the City of Port Townsend's for the unstinted, untiring and intelligent labors of 11r. Bugge while acting for the City in his ex-officio capacity. The results of his engineering work besoeak his ability, much of which was tendered by Yr. Bugge and accepted by the City without monetary regard, and BE IT FURTHER RESOLVED that a certified copy of this resolution be transmitted to Mr. Pulliam A. Bugge, and that a copy hereof be entered in the minutes of this session. ADOPTED by the City Council July 5, 1944. Mayor ® Attest: . UNFINISHED AND I1E11"' BUSINESS Re: -Child Care Center City Attorney Daly reported to the Council that it was probable that a pro- posal to erect a brick hecreation or Child Care Center would be made, to be situ- ated upon the site of the old Central High School. The advance information he had gathered, was, that the School District propose to provide the sum of a6,000.00, that the City would most likely be requested to appropriate the sum of w4,000.001 with the balance of matching funds to be provided by the Federal Government. yr. Daly advised the Council that moneys in the War Liquor Tax Fund could be used for this purpose, and recommended that the members of the Council give this matter some consideration prior to and pending formal request by School District Authorities. ADJOURN6iE NT There being no further business before the Council for their consideration at this time, it visa moved by Councilman Maroldo and seconded by Councilman Brown, that the Council do now adjourn.
