Gentlemen:
In regard to the est%blislunent of a special industrial and manufacturing
rate in our city, it was suggested sometime are that the Yayor and City
Counril set up such a rate, but at that time it was brought up that the
city of Port 'Townsend would lose revenue by setting up an industrial and
manufacturing rate, because Fort 'Vorden and rort Flagler would thereby have
their rates :'educed.
I hope that the encl-sed copy of a letter from General Uunninr;ham will
clarify this misunderstanding, and that a special industrial and manufact-
uring rate will be set up in the near future.

heference is made to your letter of 8 April 1944, regarding water supply
for Fort T:orden and Fort Flagler served by the City of Port Townsend.
The water service for these posts is furnished under separate contract
between the Army and the City of Port Tr.:nsend. rater is used primarily
for domestic purposes, and it is the opinion of the undersigned that the
establishing bv the city authorities of a special industrial or manufact-
urinF rate would have no effect on the orseent contract between the Army
and :•our city.

the City Council of the City of Port Townsend, has learned
of the transfer of Lieut. Addison P. Lewis, U.S.C.G., late Commanding
Officer of the United States Coast Guard Traininr- Station, Port Townsend,
to which, we believe and trust, is to hi. -.her commsnd, and,
during his tenure in the City of Port Townsend, this officer
hon indicated a high regard of the responsibilities of his official and
civilian status, therefore,
BE IT RESOLV-', by the City Council of the City of Port 'Townsend,
htat recognition of the foregoing facts be made manifest by the adoption
of this resolution, and that a copy hereof, duly certified by the City
