From the ehief of Police, to -wit:
Port Townsend, Sash.
April 4, 1944
Honorable Mayor and Members of the City Council
Gentlemen:
The two police care are in dire need of a paint job. Due to their
deteriorated condition, caused by salt water spray, if they are not taken
care of in the near future, these will be rust pits completely through the metal.
1 vrould appreciate it very much, if the City Council would grant me permission
to have this job did at approximately a cost of $100.00.

Requisition Granted
It was moved by Councilman 1•iaroldo, and seconded by Councilman Brown, that the
foregoing requisition be granted. Upon roll call vote, all five Councilmen present
voted in the affirmative. Motion was declared carried.
UNFINISRED AND NBC BUSINESS
Re: -Employment of Legal Counsel
Councilman Carroll stated that he felt it would be wise to employ additional out-
side legal counsel,as reco:mended by City Attorney Daly, at the last regular session,
and moved that a sum of 32,500.00, be allowed and set aside for fees for such a purpose.
City Attorney Daley informed the Council that he had been assured by Mr. Ivan
Shaffer, who is in charge of ;Cater Line Maintenance Stork, at the local plant of the
Crown Zellerbach Corporation, that the portion of `.he Y;atcr Supply Line under dis-
cussion, ("lying this side of City Lake"), was in a very precarious condition , with
resnect to its ability to continue -to deliver crater, without inters-uption, and that,
therefore haste in malting a decision was of importance.
Councilman Carroll stated that he was ready and :willing to act upon the matter
of the proposed replacement ofthe water supply line, and the extension of lease to
provide funds to carry out this work, but that he was not whole-heartedly in favor of
the adoption of the resolution now being considered by the City Council.
The motion by Councilman Carroll, to allow moneys for Kttorney Fees, was declared
lost, at this time, for want of a second.
Re: -Pine Line Replacement Resolution
A number of local citizens who were interested in the matter of the proposed re-
placement of water supply line, being present in the Council Chambers, and desiring
information upon various aspects of the proposal, a question and ansv.*-r discussion was
opened upon the subject. a number of cu,_stions were asked by Dr. 'i.B. Orme, S:r. Ralph
Steele, H.J. Carroll, and D.::'. Shelby, with replys being furnished principally by Sir.
V% A. Bugge, Jefferson County Engineer, Mr. F. Leonard 'Gail, and Mr. Ivan Shaffer, em-
ployees of Crown Zellerbach Corporation, and the City Attorney, Sir. W.J. Daly.
Resolution Lost
It was moved by Councilman L'soldo, that the proposed resolution, providing for the
replece.^..ents of portions of the rater supply line, and extension of the lease to Crowm
Zellerbach Uorporation., which resolution eras entered in full, upon the minutes of the
last regular session of the Council, be adopted. This motion was seconded by Council-
men Brown.
It ::as moved by Councilman Carroll, that the motion of Councilman Maroldo, be
tabled, pending the employment of outside counsels, and rendering of an opinion by
same, but there being no second to Councilman Carrolts :notion within a reasonable
time, it was declared lost, by reason. thereof.
A roll call vote was :.ow taken upon the motion mad,: by Councilman S:aroldo, and
seconded by Councilmen Brown, writh Councilmen Y"m. Larr..ers Sr., Dennis Sullivan, and
J.M. Carroll, voting, in the negative, and Councilman J.F. M=roldo and Robt. W. Brown
voting in the affirmative, and -otion foI• the adoption of the resolution was declared
lost.
Re:=later Rirhts
S:ayor Anderson reported upon the meeting of himself, the City Attorney„ and
the City Clerk, with '.:r. Bartholet, of the Department of Conssrvation and Develop-
ment, at Olympia, with regard to the status of various water right applications, permits,
etc., of the City. The „:ayor stater that the finest of cooperation and consideration
had been received, and all matters pertaining to rater rights, in which this City
was interested, had been Satisfactorily taken care of,and explained to the City's re-
presentatives.
Re: -Street Lnrover.ent Projects
Mr. 1S.A. Bugge, in his capacity as City=ngineer, reported :hat plans were ready
for the proposed side calk project upon. Sash. St., between Harrison St., And Polk
St., and that bide could be called to be opened at the regular session of April l6th, 1944
