Gentlemen:
I have recently retired from the United States Army, purchased a home in Fort
Townsend and am planning to make Port 'iow:nser.d my home. Further I understand that
the water rates in Port Townsend may be doubled.
In reading the Fort Townsend Leader and in conversation with other rate:, users
and citizens, I understand that there is to be a demand made upon the City in an
approximate ar:ount of W160,000.00 for the replacement of approximately four miles
of pipe line and that the national ?aper Products Company will nut up the money if
they have the lease with the city extended for sixteen (16) additional years.
The City of sort 'Townsend is fortunate in having the national raper Products
Company mill located outside their city limits. It has helped the growth of the
town i::u:,ensely; and riot losing siF,ht of this fact, I feel that the water right-of-
way and rater rights -hich the city had and turned over to the rill for a period
of 50 years with the understandinG that they would maintain the same and the City
of Fort Townsend would receive the payments in rater as a net to them in which
they would use that amount to pay off the indebtedness which they obligated them-
selves in 1929. The ar:ount paid by the National Paper Products Company for the
water used is :j,10,000.00 per year if in Seattle it would be "�-I40,000.00 a year.
Dior further, 1 believe that an amount as large as this expenditure contem-
plated, and i£ the lease was not written in a clear and concise manner the only
thing to do and be fair to all parties concerned, is that 'iris issue be taken to
a court of Equity and this issue decided there.

In order to remove some of this timber and other timber which Ave may later
acquire re mould like to use the existing road belonging to the City of Port
Townsend and the -ational Paper Products Co, which crosses Sections 17, 19 and
20, and we hereby formally apply for a permit to use said road.
uur use of the road, if' permitted, may be subject to supervision by your
water superintendent, as we desire to do everythint, required to protect the
road and your pipeline where the road crosses it.

Councilman Carroll stated that it Iw:as his opinion that the Council ras in no position to take action in this matter inasmuch as the main line was leased to Crown-Zellerbach Corp.

ORDINANCES AND RESOLUTIONS
A proposed ordinance providing for the expenditure of money from the City Street Fund
and declaring an emergency which visa read in full for the first reading at the last regular
session and incorporated in the minutes thereof, was read in full at this time for the
second reading.

It was moved by Councilman="anui.ers and seconded by Councilman Brown that the third
reading be by title only. Upon roll call vote, all six Councilmen present voted in the
affirmative and motion was declared carried.
Third Reading and Passage
A proposed emergency ordinance was read by title only for the third reading, whereupon
it was moved by Councilman Lamrcrs and seconded by Councilman. Brown that the ordinance do
now pass. Upon roll call vote, all sir. Councilmen present voted in the affirmative and

stew Line Inspection Authorized
It was moved by Councilman Carroll that the ;later Superintendent be authorized .nd
directed to secure proper assistance and to expend the necessary monies to make a complete
inspection of the main water supply line from the heod•aor'r"s to the city lir..ite and to make
a report within 60 days as to the present condition of the pipe and the amount of mainten-
ance work completed to the present time. This motion was seconded by Councilman grown and
upon roll call vote all sir. Councilmen present voted in the affirmative and motion was
declared carried, t

he: Street Surfacing Program
Councilman ::ueller reported that at a meeting of the =over, City Clerk and various
Councilmen with the Jefferson County Commissioners relative to the street surfacing program
for the year 1944, the Commissioners had expressed a willingness to provide funds up to a
y6,000.00 upon a dollar for dollar matching basis to provide for bituminous surfacing and
seal coating of city streets.

I:r, l7. A. Bugge, Ex—Officio City Engir"cer, reported that he would be ready to present �F
a complete street surfacing plan at the next regular session of the City Council.
He: Tin Can Salvet_e
L:r. Bugge, reporting upon the matter of tin can salvage, stated that the present method
of collection vies not satisfactory and suggested that wooden box. receptacles be placed at
various locations to be determined upon a basis of accessibility to whirh the public might
bring the said tin cans and from which the cans could be removed more satisfactorily. He
stated that the receptacles could be made by the manual training classes of the local school
providing materials could be furnished by the City. He estimated the cost of materials not
to exceed 9100.00.
Expenditure Authorized
It :was moved by Councilman Carroll that the expenditure, not to exceed y100.00 for the
purpose outlined by :.:r. Bugge, be approved. This motion was seconded by Councilman ::ueller
and, upon roll call vote, all six ir.embers present voted in the affirmative and motion was B
aeclared carried.

Insurance Coverage Authorized
It was moved by Councilman Brown and seconded by Councilman Carroll that the various
nieces of equipment of the City Street Department be severally covered by Public Liability
and Froperty Damage Insurance up to ;,10,000 and :20,000. Upon roll call vote, all six
:ouncilmen present voted in the affirmative and motion was declared carried.
L:r. C. E. Irle, bein;, granted permission to address the Council, states that in con- F
sidering the method proposed and just passed for the collection of tin cans did not feel
that s,ich method would wort out satisfactorily, particularly because of the unwillingness
of rrny individuals to go to the trouble of carrying the cans to the locations where the
receptacles would be placed and also because of the fact 'hat the proposed receptacles I.
'could likely turn out to be catchalls for various tynes of rubbish.
In response, -r. Bugge states that he felt this to be the best method suggested to
Sate from the standpoint of the method of collection and t'aat the idea was to place these
receptacles in such locations as to make it feaslpIs for people to use them in normal i
travel to and from work, shopping, etc.

Councilman Carroll extended a welcome to L:r. George l';illestoft, Chief of Police of this
;ity on leave of absence for military duty, who was present in the Council Chembers at this
