F'F:BRUAHY 1, 1944 n ORDINAIJOES AtiD }i1:SOLU'PIUNS The order of business at this time reverted to that of Ordinances and Resolutions by order of the Mayor. Street Department Emergency Ordinance An emergency ordinance providing for the expenditure of monies from the City Street Fund was presented and read in full at this time for the first reading as follows: ORDINANCE N0. ` AN ORDIUMICE of the City of Port Townsend providing for the immediate appropria- tion of money for the City Street Rind of said city and for expenditure during the iii year 1944, and declaring an emergency. Y;HEREAS it appears to the City Council of the City of Port Townsend that it is necessary at this time that said city make the following public improvements, that is to say - the construction of a concrete sidewalk and guard rail on Yfashington Street, between folk and Harrison streets, and the construction of a seawall on the south sides of G,uincy and 'Tyler streets, and, :11EREAS, it appears that the value of the abutting property is insufficient to pay for said improvement by assessment thereupon and that the cost of all of which should be borne by general funds of the City of Port Townsend, and, 17HEREAS, the need of said improvements could not have been foreseen at the time of the adoption of the official budget of the Street Department of said city for the year 1944, and that an emergency now, exists requiring the expenditure of money for the purposes aforesaid, and, ;IHEREAS, the total cost of said improvements, exclusive of trust funds in the hands of the mayor which can be used as herein directed is the sum of w4,000.00, therefore, THE CITY COUNCIL OF THE CITY OF PORT TMIMSEND DO ORDAII! AS FOLLOWS: Section 1. That an emergency is hereby found and declared to exist requiring i the appropriation and expenditure during the year 1944 of the sum of 64,000.00 for the purposes aforesaid, and the City Clerk be and he is hereby authorized to dray: a� emergency warrants upon the City Street Pund of said city in an amount not exceeding !! said w4,000.00 upon the presentation of properly approved vouchers. Section 2. That this ordinance be published once in the Port Townsend Leader to be in force and take effect as provided by law. PASSED by the City Council February , 19,14. UNFINISHED AND NEW BUSINESS, Continued Re: Seawall Program It was moved by Councilman Brown tnat Mr. W. A. Bugge, Ex-Officio City Engineer, be authorized to contact the owner of the abutting property at the sites of the proposed sea - wells to inform them as to the plans of the city in this matter and to invite participation in this project with respect to their particular properties should they so desire. This motion vras seconded by Councilman Llaroldo and carried by voice vote of the members present. Re: Crown Zellerbach Proposal Mr. E. W. Erickson, local manager of Crovrn Zellerbach, was invited, if he so wished, to address the Council at this time. +-Ir. Erickson stated that he had planned, and the Council had been so advised, to present a written proposal at this meeting with respect to the proposed replacement of a certain portion of+, the main water supply line this side of City Lake. In giving the matter further thought, he had considered the possibility and advisability of including in such a written proposal the matter of the replacement also of a portion of the line lying beyond City Lake which he felt would necessarily have to be provided for prior to the termination of the present lease. Final decision as to such action had not been reached and, therefore, he had been unable to prepare his proposal for submission at this session. It was moved by Councilman Llueller that the matter referred to by Ltr. Erickson be let r rest and not given consideration by the Council until such time as a definite written pro- posal be presented and read in a regular session to the Council. This motion was seconded by Councilman Carroll and upon voice vote of the members present was declared carried. i it (® (W 0 u OF he: Right-of-way Request The matter of the telegraphic request from Seattle Export Lumber Company read under - "Communications" and referred to the @Inter Cormdttee vras brought up for discussion at this time and the question raised as to the advisability of any decision by the City inasmuch as .this portion of the line was under lease to Crown Zellerbach.
