Park Fund Emergency Ordinance The emergency ordinance providing for the expenditure of additional monies from the Park Fund during the year 1944, which was read in full at the last regular session and in- corporated in the minutes thereof, was presented and read in full for the second reading at this time. It was then moved by Councilman Lammers and seconded by Councilman Brown tha the third reading be by title only and, upon roll call vote, all five Councilmen present voted in the affirmative and motion was declared carried. Third Reading and Passage The proposed emergency ordinance was read by title only for the third reading and it era thereupon moved by Councilman Brown and seconded by Councilman Carroll that the ordinance d now Pass. Upon roll call vote, all five Councilmen present voted in the affirmative and motion was declared carried. Fowleris Park Street Vacation Ordinance A proposed ordinance providing for the vacation of certain otreets or parts of streets in the Fowler's Park Addition which was read in full at the last regular session and incor- porated in the minutes thereof, was presented and read in full for the second reading at this time. It was moved by Councilman Brown and seconded by Councilman Carroll that the third reading be by title only and, upon roll call vote, all five Councilmen presented vote in the affirmative and motion was declared carried. Third Reading and Passage The Proposed Street Vacation Ordinance was read by title only for the third reading and upon motion by Councilman Brown, seconded by Councilman Carroll, that the ordinance do now pass, the roll was called and all five members present voted in the affirmative and motion was declared carried. UHFIHISHLD AND Her; BUSIMESS Re: De Leo Building Application Upon the matter of the application of Tony De Leo for a building permit which was read and referred to the Committee together *with protest at the last regular session, a written report of the Committee was presented and read as follows: January 4, 1943 Hon. Kayor and City Council City of Port Townsend. Gentlemen: The matter of the application of Tony Deleo for a building permit upon property in L. B. hastings First Addition is returned to the City Council without comment in vier: of the fact that neither the City Council, nor its building committee, has any jurisdiction in the premises. Lotion carried. Re: Recreation or Cor._.unity Center 1:r. 1'. 17. Carder, who was present in the Council Chambers, was invited at this time to place before the members of the Council the matter of the possibility of constructing a com- munity or recreation center upon the site formerly occupied by the Central high School Bldg. L:r. Carder stated that there had been a discussion of the possibility of securing certain Federal funds for the purpose of erecting a building to be used as a coma unity center or recreation center upon the site formerly occupied by the Central High School Building. This discussion had been held some time ago and subsequent investigation showed that first it must be determined what amount could be secured from:•local sources such ac the school, county and city governments. L:r. Carder stated further that the School Board had tentativel signified their ability and willingness to pledge the sum of 9',3,400.00 to this purpose. Operation of such a center would be under the jurisdiction of the City, financed with Federa funds as nrovided in the Lanham Act. A discussion ensued as to the amount considered neces- sary to be contributed by the City, and ways and means of providing this sum and, this havin been settled to the satisfaction of those present, it was moved by Councilman Carroll and seconded by Councilman Luse that the City Attorney be instructed to draw a resolution pledg- ing the City to provide a sum of :1,600.00 to such a project if and when approved by the roper Federal Agency.
