The Library Hoard wishes to thank you for the money granted us for repair work on

the building. In the opinion of the board this was the first consideration.
Now ere should like to ask your honorable Body for a furthur appropriation of
fmoney
for new books for the library.
The Librarian informs us that two hundred and forty-six (246) books were hope-
lessly ruined by water last winter during the freezing weather, due to a broken water
�•
pipe. if the inventory of books in the library is to be the same at the end of the
year as at the beginning, s:e should replace with new books these discarded titles.
A reasonable estimate of the cost of these books would be about two dolls. rs (u2.0

per volume.

as required be appropriated from monies in the State Aid 'Fund to provide for purchase of
books to restore inventory. This motion was seconded by Councilman Buse and, upon roll cal
vote, all five Councilmen present voted in the affirmative and motion was declared carried.

A requisition by the City 'Treasurer for permission to purchase t'o steel -top desks and
one typewriter table at an estimated cost of approximately w140.00 was presented and read.
Requisition Granted
It was moved by Councilman Carroll and seconded by Councilman 2:ueller that the fore-
going requisition be granted and, upon roll call vote, all five Councilmen present voted in
the affirmative and .notion wns declared carried.

Par_:ing Limitations Suspended
It was roved by Councilman Luse that the City enforcement of the two-hour parking
limitation upon certain streets be suspended for the duration of the present star and an
additional six months; said suspension to be effective so of October 20, 1943. This motion
was seconded by Councilman Mueller and, upon roll call vote, all Councilmen present voted

Re ?:igh School Recreation Center
Councilman Carroll stated that he believed the students he Council Chambers

had a matter they wished to bring to the attention of the officials present and asked that
they be granted permission so to do at this time. Jim Caldwell, Bob Adams and Gloria
.,cLarney, each speaking for the group as a whole, gave an outline of a proposed plan to
provide a recreation center for high school students. To date, they had considered various
locations and felt thnt the building known as the "Odd =allows Hall" best suited their needs.
They felt they could create and operate such a center but that a certain amount of financial
assistance ,.az considered necessary in order to obtain equipment and facilities which would
o
be desirable. In this respect it was thought that perhaps the City could help by providing

funds. A general discussion ensued with many questions asked and answered. it was moved by'.
'Councilman Carroll that the balance of the fun a appropriated for the public playground
program which had been discontinued be re -appropriated for use of the high school students
in their proposed recreation program. This motion was seconded by Councilman W"veller.

Allotment of Funds Approved
A discussion of mays and meats among members of the Council whereby provisions of the

law as stipulated in G:r. Daly's objection could be met was carried on for some time with

various tentative motions being forwarded and rejected as insufficient.

finally Councilman Carroll moved that the City purchase recreation equipment in a sum
not to exceed i,461.45; such equipment to be installed in a suitable building and to remain

under the supervision of the City Council and the City Park Board. This motion was accepted

as being sufficient to meet all requirements of law and was thereupon seconded by Councilm:ai

Carroll voting in the affirmative and Councilman Lammers voting in the negative and the
motion was declared carried.
