Permission is requested to shingle the sides of the building situate the
northeasterly corner of the intersection of Kearney and Jefferson Streets, and to
build an outhouse in connection therewith; at an estimated cost of $150.00 for
materials.

It was moved by Councilman Lammers and seconded by Councilman Buse that permits be
granted in accordance with the foregoing requests. Motion carried.

Dear Mr. Anderson:
The writer has been requested to act as Treasurer and a member of the Board of
the "Jefferson County War Fund Committee."
You have, no doubt, become aware of the scope of this particular program as
a very active advertising campaign by radio and newspaper outlets has appeared with-
in the past week. As a brief outline I might state that the local organization is
the local representative of the State War Fund Chest which in turn operates under the
National War Fund. The National organization was setup under the direction of the
President of the United States and represents seventeen various War Relief Societies,
chiefly among which are the following: USO, United States War Prisoners, United
Seamen's, and the various Allied War Relief Agencies. The object of consolidation
of these seventeen agencies under one was to avoid and eliminate all of the individ-
ual drives that we have been familiar with in the past.
Under the consolidation, as above outlined, the individual groups have prepared
estimated budgets for their• requirements, which the National filar Fund Committee have
determined will require $125,000,ODO.00. Our County quota has been established at
close to $6,000.00.
For the purpose of aiding in the solicitation of funds it was deemed advisable
by the local committee to secure the approval and endorsement of the Jefferson County
Commissioners, City of Port Townsend Council, also, the Port Townsend Chamber of Com-
merce. We have the approval and endorsement of the Chamber of Commerce and County
Commissioners, and would very much appreciate the favorable consideration by the City
Council and a latter of endorsement from that body.
I am unable to attend the Council meeting to -night in person and would greatly
appreciate your presentation of this letter at that time.

It was moved by Councilman Brawn and seconded by Councilman Sullivan that the City
Clerk be instructed to convey by letter,endorsement by the City Officers solicited in the
foregoing communication. Motion carried.

Re: Association Regional Meeting
The City Clerk reminded those present of the regional meeting of the Assoc. of Wash-
ington Cities to be hold in Bremerton September 22, acknowledging receipt of a letter
to the Mayor from the Mayor of the City of Bremerton extending an invitation to the
officials of this city to attend the aforesaid meeting.
From Jefferson County Assessors
The City Clerk acknowledged receipt of the 1944 final valuation upon property in the
City of Port Townsend from the Jefferson County assessor. Assessed valuation of the
City was shown as $993,703.00.

Bond Purchase Authorized
It was moved by Councilman Brown that the City Treasurer be instructed to purchase
7/8,% Certificates of Indebtedness, Series E-1944 in the sum of .52,000.00 from monies
accrued in the War Liquor Tax Fund. 'Phis motion was seconded by Councilman Carroll and
unanimously carried upon roll -call vote.

ORDINANCES AND RESOLUTIONS
A resolution providing for purchase of bonds and transfer of the monies invested
was presented and read in full at this time as follows:
RESOLUTION
BE IT RESOLVED by the City Council of the City of Port Townsend, the
Finance Committee thereof, and City Treasurer concurring, that the City of Port
Townsend, as a part of United States Treasury 3rd War Loan Drive, purchase from
the unobligated funds of the Olympic Gravity Water System, the sum of $5,000.00
in 748% Certificates of Indebtedness, Series E-1944, and the same be placed in
the Cumulative Reserve Fund of the Olympic Gravity 'Hater System."
ADOPTED by the City Council September 1943.

Resolution Adopted
It was moved by Councilman Carroll and seconded by Councilman Mueller that the fore-
going resolution be adopted. Upon roll -call vote, all six Councilmen present voted in the
affirmative and motion was declared carried.
UNFINISHED AND NhV BUSINESS
Re: Housing Authority Sewage Service Rate
The matter of the rate to be charged the Housing Authority of the City of Port Town-
send for sewage service at the Olympic View Housing Project was brought before the Council
at this time and after some discussion of the matter, it was moved by Councilman Mueller
that a flat rate of $50.00 per month be charged against the Housing Project and providing
further that the rate be subject to change in the event of an increase in the number of
units. This motion was seconded by Councilman Buse and carried by voice vote of the members
present.
It was moved by Councilman Brown and seconded by Councilman Mueller that the charge
provided for in the preceeding motion be in effect as of October 1, 1943. Motion carried.

Re: Fire Hazard
Councilman Buse brought before the Council the matter of the scattering of waste paper
by the newspaper delivery boys in the vicinity of the "Rutz" Building at the corner of Law-
rence and Polk Streets and stated that a great deal of this Yeasts paper was being thrown

inside the building through a hole In one of the windows,thereby creating an extreme fire
hazard. This matter was discussed briefly and referred to the Committee on Fire and Light
for investigation with the power to take such action as necessary to abate this hazard.
Re: Policing of Fire Areas
Councilman Mueller brought to the attention of the Council the matter of the proper
policing of the adjacent areas at a fire with particular reference to the recent fire at the
old High -School Building. It was his opinion that there was insufficient policing facilities
to prevent interference from and danger to by-standers. A general discussion relative to this
matter ensued, but no specific action was taken at this time.
ADJOURNMENT
It was moved by Councilman Carroll and seconded by Councilman Sullivan that inasmuch as
there was further business for
no consideration by the Council at this time, the Coi do
now adjourn. Motion carried.
