Upon roll -call vote, all six Councilman present voted in the affirmative and motion was declared carried. UNKINISHED AID Nr77 'dUSI!;vSS Curfew Ordinance Discussion The matter of the enforcement of a curfev: within the City of Fort Townsend was brough uD for discussion at this time. It developed that while some Councilmen were strongly in favor of the enactment and enforcement of such an ordinance, there was at least an equal number who felt that it was neither necessary nor advisable. Finally it was moved by Councilman Llaroldo and seconded by Councilman Carroll that consideration of this item be tabled indefinitely. Motion carried. Re: Filling of Old City '!!ells. Councilman Sullivan called attention of those present to the fact that the City wells in the vicinity of "E" and Redwood Streets had not as yet been filled and stated that he felt that this should be done as soon as possible to forestall any further mishaps. It was moved by Councilman Sullivan and seconded by Councilman Buse that the City Street Department proceed .:ith the filling of these wells at an early date. A voice vote in the matter did not fully satisfy the Mayor as to the vrishes of the Councilmen present, and a roll -call vote was called, with Councilmen L:aroldo, Luse, Larmers, Sullivan, and Carroll voting in the affirmative, and Councilman Brown in the negative, and motion was declared carried. Re: Dello Application Mr. 'Mike Dello, whose application for perr..ission to install pool tables and card tables in the location where he formerly operated a restaurant v.as read at a former sessio and referred to Committee, was present in the Council Chambers and upon invitation by the Mayor to speak before the Council asked if any definite decision. had been reached in the matter. Mr. Dello *.vas informed that the condition of the building he proposed to use vras not considered satisfactory and that no action would be token upon his applicction until such time as LIr. E. Y. Starrett, owner .of the building, should have made application for a building permit covering the needed repairs and furnishing such information relative to same as required by ordinance. Re: Chimacum School later Line later Superintendent Lockhart informed the Council that the pipe which he had ordered under their direction to provide for a line to the Chimacum schools had arrived and a general discussion relative to the various matters in conjunction therewith ensued. Upon the conclusion of the discussion, it :ras moved by Councilman Brown and seconded by Councilman Huse that all services from the line in the future be metered. Lotion carried. Yr. Daly stated that as a citizen and not as City Attorney, he objected to further estensiors of water lines outside the city limits and desired that his objection be made a part of the minutes of this session. Port Townsend, Washington August 17, 1943 The City Council of the City of Port Townsend, 7.ashinCton, met in regular session this 17th day of August, 1943, at 7:30 o'clock P. M., Mayor H. E. Anderson presiding. ROLL CALL Officers and members answering present to roll call were as follows: Mayor 11. E. Anderson; City Attorney, W. J. Daly, City Clerk, C. F. Christian; and Councilmen, Robert 'N. Brown, William Lammers, Sr., Dennis Sullivan, J. N. Carroll, and G. F. Mueller. MINUTES OF PREVIOUS SESSION It visa moved by Councilman Brown and seconded by Councilman Carroll that the minutes of the previous session be approved as written. Motion carried. REPORTS OF OFFICERS City Treasurer The monthly report of the City 'Treasurer for the month of July, 1943, was presented and read and referred to the Committee on Finance and Claims. Water Superintendent The monthly report of the Water Superintendent for the month of July, 1943, was presented and read and referred to the Committee on Rater and Drainage. The report of the ',later Superintendent showing flow of water through main -line meters for the seven-day period ending August 16, 1943, and the National Paper Products Company meter for the week ending July 31, 1943, visa presented and read and referred to the Com- mittee on Water and Drainage. BUILDING PERMITS A request for a building permit was presented and read as follows: From Lester M. ➢umgarner, to -wit: Port Townsend, Rashington August 17, 1943 Honorable Yayor and City Council Port Townsend, 'flashington Gentlemen: Permission is requested to build additions, 121 x 141 and 61 x ➢J, to my dwelling situate 2095 Lawrence Street; at an estimated cost of approximately $200.00 for materials. Respectfully submitted, Lester M. Bumgarner Permit Granted It was moved by Councilman Sullivan and seconded by Councilman Brown that permission be granted as per the foregoing request. LSotion carried. COMMUNICATIONS Assoc, of {lash. Cities An AMA Slashingt•on Nevis Letter, a service of the Assoc. of 1'iaah. Cities, was noted received and ordered filed for reference. From Jefferson County Assessor The preliminary report of 1944 valuations assessed by the Jefferson County Assessor vras presented and the City valuation noted and after a fern sharp remarks by some of those present was ordered filed. UNFIIIISiIED KND,1iE7,.7 BUSINESS Re: Slar Loan Drive LIayor Anderson stated that he was in receipt of information to the effect that the quota set for this County for the Third 'llar Loan Drive scheduled to open September 9, visa the sum of $353,000.00. In the discussion which followed, :with particular reference to the possibilities of investing City funds, it was recommended by Councilman Mueller that the Council consider investing those funds which had been allocated by action of the Council to a building fund for use during the post-war period. After a short discussion, the Mayor appointed a coJamittee composed of the Water Committee of the Council, the Slater Superintendent, and the City Attorney to study the possibilities of investing additional monies from the Olympic Gravity Stater Fund.
