Streets and Sewers
Councilman Brown, reporting for the Committee on Streets and Servers, stated that the
street requested by I-r. F. H. Lamers for access to his property at the last regular sessio
had been opened by the Street Denartment and that that portion of Adams Street between Jef-
ferson and Washington Streets had been blocked off by the Department so as to eliminate
vehicular traffic thereon.
Finance and Claims
The report of the Committee on Finance and Claims to whom was referred the matter of
the Treasurer's Report for the month of June, 1943, was presented and read and ordered
filed.

Gentlemen:
Permission is requested for the construction of the Olympic View Housing
Project, 17ash-45222, located on blocks Nos. 175, 176, 177, 178, 179, 160, and
161 of the testate Addition to Port Townsend.
Construction of eleven (11) one-story, composition -roof, framed -buildings
containin^ sixty (60) dwelling units, and one building to be used for office and
community activities.
The estimated cost will be approximately S102,650.00, and :roM; Trill be com-
pleted on or about October 13th, 1943.

It was moved by Council -man 3--own and seconded by Councilman Sullivan that permits be
granted in accordance rith the foregoing requests. i'otion carried.
Re: Housin;, Authority Sever Correction
The matter of the point at which the local Sousing Authority intended to make con-
nection of their s:.wage facilities to the City sewer was brourht up for discussion, but in-
asmuch as no request for permission to connect had been made and no connection :yithout the
presentation of a request to date, there :was no cause for action by the City Council at
this tir..e.
Re: Housing Authority :rater Requirements
,.ater Superintendent Loci:hart reported that plans and specifications for the Olympic
View Housing Project provided for an eight -inch ling to serve this project, which he con-
sidered out of reason in vier., of the fact that the .-_gin line in that area ::as only a
twelve -inch rain to supply a large portion of the total area of the City, and the pressure
at the point of tapping ::as sufficiently high to provide much more rater than could pos-
sibly be used thrcurh a four -inch main such as services most of the districts within the
City.

City Attorney Daly recommended that the Mayor appoint a committee of the Council
to act in conjunction with the hater Superintendent and the City Attorney, with a vier: to
a meeting with L.r. A. M. Devine, Executive Director of the Housing Project, and attempt
to execute an agreement with regard to general matters relative to City services and to
return a contract for same to the Council. Mr. Daly recommended as members of such a
Committee, Councilman Lar:mers, Councilman Carroll, and Councilman Sullivan, respectively
chairmen of the Cormnittees on Finance, 'Jatcr, and Health.
It ;%as moved by Councilman Brown and seconded by Councilman Sullivan that such a
Committee be appointed and upon approval of the motion by voice vote, the Mayor stated
that he would appoint such a Committee composed of such members as recommended by Mr.
Daly.

A letter from the Association of Washington Cities'relative to the matter of curfew
ordinances of the cities within the state of Washington and inclosing a suggested form of
curfew ordinance was poted received by the City Clerk and ordered filed.
Salary Increase Petition, to -wit:

Gentlemen:
The undersigned, representing the fire department, police department, and

street department, hereby request that the City of Port Townsend grant the per-
sonnel of each of said departments a $50.00 monthly war bonus, effect as of
July 1, 1943, in order that these departments of your city government may be
enabled to function and keep fully staffed. In as much as wages and the cost
of living has increased tremendously, we feel that this request is reasonable.
We are making this request only after due consideration and because we feel
that it is our duty to do so. Other cities, ue are advised, are taking similar
action in order to maintain their staffs.
Any consideration you can give on this matter will be appreciated.

In line with the subject of the foregoing communication, Councilman Sullivan stated
that he had been informed that two of the men employed by the Garbage Department ::ere about
to leave their jobs. A general discussion relative to the possibilities under the lair
and within the means of the City of granting salary increases to City employees followed.
RECESS
It was moved by Councilman Carroll and seconded by Councilman Brown that the Council
recess at this time (9:15 o'clock P. K.) for a short period. Yotion carried.

Salary Increase Discussion Continued
Councilman Sullivan moved that the Council go on record at this time as establishing a
policy of granting no increase in salc.ry or wages in any City Department for the balance of
the year 1943. This motion was seconded by Councilman Brown and carried by voice vote.
