Gentlemen:
At a recent meeting of this board it was voted to raise the monthly salary of
the Librarian from $100.00 to $130.00 per month effective July 1, 1943. This will
not in an-, way effect the budget for the year of 1943 as funds appropriated for the
assistant librarian's sal-,ry are being used to meet this increase.
This board also would like to know what action the council has taken on the
report made by Mr. Lockhart concerning necessary repairs to the above building.

It ::as moved by Counciinsn "Brown and seconded by Councilman Maroldo that the Council
approve the increase of salary as outlined in the foregoing communications. After a dis-
cussion as to the advisability and legality of such a pay increase, the foregoing motion
was withdrawn with consent of the second.
It was moved b+ Councilman Brown that a ;;30.00 per month bonus be granted the City
Librarian, but motion was withdrawn before further action was taken.

(2) pool tables, and perhaps a third taole; and depending upon arrangements not
now complezed 1 may also wish to install some card tables; in the building former-
ly occupied by the lzalian Cafe" which I operated.

It r:as roved by Councilman Maroldo that the matter be referred to the Police aid
License Committee and the Building Committee of the Council for investigation and report.
This notion was seconded by Councilman Sullivan and carried by voice vote of those present.
Re: Housing Authority rater Connection
water Superintendent Lockhart reported to the Council that he had been informed that
the local ?lousing Authority planned to install an eight -inch :rater line to serve this pro-
ject and questioned the advisability of malting so large a tap upon the main which serves
this are . Discussion of the :natter disclosed the fact that ro formnl application for
water had as yet been made and the Council felt that consideration be held un until such
time as application r:as received.
Re: Salary Increases
Reverting at this tire to a discussion relative to legality of an increase in salary
for any cit7 officer or erployee snd with particular reference to the matter of the pro-
posed increase f'o.• the City Librarian, Attorney Daly read before the Council those state
statutes perteininr to the matter, and it was thereupon moved by Councilman Sullivan and

Letter from Crown Zellerbach Corporation, continued:
Yle would grant this permission subject to the following particulars:
1. That under any contract that may be executed by the Navy Department and
City the right be reserved in the lease to shut off the rater if the use
thereof at any time interferes with the operation of our plant, or it
is necessary to do so in order to properly maintain the water line.
2. That this connection be considered as a temporary connection only.
3. That the water diverted through this connection be deducted from the
300,000gallons per day allocated on the Irondale-Hadlock connection.

This letter was in reply to the request of the City for approval of the tap upon the
main -line outside the city limits to provide rater for the Navy Department at "Fort Town-
send." The matter was discussed for a short period and then referred to the Committee on
Plater and Drainage in conjunction with the 'rater Superintendent for further investigation.
OHDINANCES AND LESULUTIONS
Food Handling Sanitation Ordinance
A proposed ordinance providing for rules and regulations covering food handling estab-
lisbments and drinking places, which was read in full for the first reading at the last
regular session and incorporated in the minutes thereof, was presented and read in full for
the second reading at this time. It was moved by Councilman Buse and seconded by Council-
man Sullivan that the third reading be by title only. Upon roll -Ball vote all six Council-
men present voted in the affirmative and motion was declared carried.
Third Reading and Passage
The proposed ordinance was read by title only for the third reading, whereupon it :gas
moved by Councilmen L:aroldo and seconded by Councilman Sullivan that the ordinance do now
pass. Upon roll -call vote, all six Councilmen present voted in the affirmative and the
motion was declared carried.
City Street Protect No. 7 Emergency Ordinance
An ordinance providing for expenditures of money for the purpose of the improvement
of ':"ashington Street between Taylor and Harrison Streets, otherwise known and designated
as City Street Project No. 7, was presented and read in full for the first reading as
follows:

thereof during the year of 1943, and declaring an emergency.
1*11EREAS, at the time of the adoption of the official budget for the City Street
Fund of the City of Port Townsend for the year of 1943, the amount of money in the
hands of the State Auditor to the credit of the City of Port Townsend for the im-

proverent and construction of streets of said city, could not have been foreseen;
not could the amount thereof have been determined at the time of the adoption by
the City Council of the City of Port Townsend of the initiating resolution provid-
ing for the construction of embankment, sidewalk, retaining mall, guard rail, and
other work incidental to the improvement of 1172 feet of Ylashington Street between
Taylor and Harrison Streets in said city, otherwise known and designated as City
Street Project No. 7, and,
""HEREAS, the amount due the City of Port Townsend from such source has nor:
been received, and the total cost to the City of Port Townsend for the completion
of said City Street Project No. 7, including engineering and overhead, has been fired,
settled and determined by the City Council of the City of Port Townsend at the sum
of $6,600.00, and,
,14i11EAS, an emergency no: exists requiring the im=ediate expenditure of said
sun of �6,600.00 for the purposes aforesaid; therefore,
