Re: Old City Wells
July 4, 1943
The following undersigned residents of the city of Port Townsend hereby pe-
tition the city to fill in the wells near the golf course in order to avoid any
further tragedies, and make this a safe area in which children can play:' Mrs.
Joseph Cadero, lars. Chas. E. Thompson, Chas. E. Thompson, 0. L. Stratton, Mrs.
0. L. Stratton, Mr. & Mrs. H. R. Knott, lair. and Mrs. Ernest Kunz, Mrs. A. Ains-
worth, Yr. John Ainsworth, L:r. & B'ss. Virgil Davis.
Aftar some discussion, it was moved by Councilman Sullivan and seconded by Councilman
Buse that the wells under discussion be filled by such methods as found most practical and
at such time as would least interfere with regular necessary departmental activities.
Motion carried.
Association of 17ashington Cities
The City Clerk stated receipt of a large number of bulletins from the Association of
Ylashington Cities, and same were ordered filed in that office for ready reference by anyone
who wished them.
ORDINANCES AND RESOLUTIONS
Willow Street Sewer Ratification Ordinance
The proposed ordinance providing for ratification of actions formerly taken by the
Council :with regard to the construction of the ',illoa Street Sewer, which was presented
and read in full for the first reading at the last regular session, was read in full for
the second reading at this tirr.e.
It was moved by Councilman Brown and seconded by Councilman I,:aroldo that the third
reading be by title only. Upon roll -call vote, all five Councilmen present voted in the
affirmative, and motion was declared carried.
Third Reading and Passage
The proposed ordinance :-as read by title only for the third reading and it 'ryas there-
upon moved by Councilman !:avoldo end seconded by Councilman B:own that the ordinance do
now pass. Upon roll -call vote, all five Councilmen present voted in the affirmative, and
the motion was declared carried.
Food Handling Sanitation Ordinance
A tentative ordinance providing for regulations covering sanitation with respect to
food handling establishments was presented and read in full £or the first reading at this
time as follows:

Ali ORDINANCE of the City of Port Townsend providing for the adoption by reference
of the provisions of Part 6, Book V, ulos and Regulations of the
State Board of Health, as revised and adopted April 24, 1942, and
providing for the issuance of permits for the operation of any place
for the handling of food within the City of Port Townsend, and pro-
viding penalties.

Section 1. That pursuant to the provisions of Chanter 213, Laws of lashing -
ton, 1943, all of the mules and Regulations of Part 6, Book V, hules and Ree;ula-
tions of the State ;card of Health of the State of 7dashington, relative to Sani-
tation and Public "rood Handling Establishments and Drinking places, as revised and
adopted April 24, 1943, and each thereof, be and the same is hereby adopted.
Section 2. It s'.:all be unlawful for any person to overate a restaurant,
an itinerate restaurant, or drinring place in the City of•Port Townsend, as de-
fined by said Hulas and 'new lations, who does not possess an unrevoked permit
from the health officer of the Uity of Port Townsend and in -:hose place of bus-
iness such parr.:it is not posted in a conspicuous place. Only persons who comel-;
,with the requirements of this ordinance, or of said Rules and regulations, as here-
in adopted, shall be entitled to receive and retain such a permit.
Such a permit Lay be suspended cy the health officer or revoked after an
opportu%lty for a hearing by the health officer upon the violation, by the holder,
of any of the terns of this ordinance.
Section 3 Any person violating any of the terms of this ordinance shall be
deemed guilty of a m_sdemeanor and upon conviction shall be pu:.ished by imprison-
ment in the city rjail fer a period of not to exceed thirty (30) days, or L.• fine
of not to exceed Y'100.00, or by both such fine and imprisonment.
Section 4. That this ordinance be published once in the Port Townsend Leader
to be in force and take effect as provided by law.

C. S. P. #7 Accepted
It was moved by Councilman Brown and seconded by Councilman Sullivan that the wore
completed by Mr. William Nagel under contract, commonly known as City Street Project Numb
7, be herewith accepted and that the claim for payment, less the 15% required by lair to b
retained for a period of thirty (30) days, be paid upon the approval of City Engineer ex
officio, W. A. Bugge. Upon roll -call vote, all five Councilmen present voted in the affi.
ative, and motion was declared carried.
Chlorine Contract Renewed
The Council ,,.,as advised of the receipt of contract forms for providing the City with
liquid chlorine for the period, August 1, 1943, to July 31, 1944, from the Pennsylvania
Salt Manufacturing Company, which company has been satisfactorily supplying this city wit
this product for some years. Upon determination of the fact that the contract presented
was alike in terms and prices to the present contract, it was moved by Councilman Brown
and seconded by Councilman Sullivan that the Pennsylvania Salt Manufacturing Company be
again given the contract for supplying the city's needs for liquid chlorine for the comin
year. Motion carried.
Fort 17orden 17ater Service Request
The Council was informed that the proper officers at Fort 17orden had made a request
by telephone for an additional water supply line to the Fort in order to insure sufficien
flow of water at all times; and it was moved b,, Councilman Maroldo and seconded by Counci
man Brown that said request be referred tc the hater Committee of the Council in conjunct
with the "later Superintendent, with power to act upon the request. Motion carried.
Re: Recreation Program
The Mayor asked Councilman Sullivan to present if he -wished a report upon the progre
of the supervised recreation program provided fer at a former session. Councilman Sulliv
stated that a supervisor had been hired, schedule outlined, and that the supervised play
ground recreation was in effect to some degree.
Re: Charging of Admissions
The Mayor reported that he had been informed that the "Engineorfs Club" had been cha
ing admissions upon various occasions and stated that inasmuch as the City now had an Ord
nonce providing for taxing such admissions, it might be well to make a check in this matt
Re: Budget Estimates
City Attorney Daly called to the attention of those present the fact that the time
•aas fast approaching ::hen budget astinates for the various activities of the City depart-
ments for the year 1944 be made by the department heads and urged that a good deal of ser
consideration be given this matter in order that the City might adequately provide for
necessary activities during the coming year.
Re: Condition of Rubbish Truck
Councilman Sullivan informed the members assembled that the truck in use by the Garb
Department for the purpose of collecting rubbish w:as in need of considerable repair parti
cularly with regard to the motor which might need to be replaced. This matter was referr
to the Harbor and Health Committee for full investigation and report at the next regular
meeting.
RECESS
It was moved by Councilman Maroldo and seconded by Councilman Brown that the Council
recess at this time (8:55 o'clock P. M.) for a few minutes, ldotion carried.

The Council reconvened in regular session at 9:05 o'clock P. Y. and upon roll -call v
the following officers and members -:ere noted present: Mayor H. E. Anderson; City Attorrr
U. J. Daly; City Clerk, C. F. Christian; and Councilmen J. F. Maroldo, Edward Buse, Rober,
Brown, 17f111am Lammers, Sr., and Dennis Sullivan.
ORDINANCES AND RESOLUTIONS
The Mayor stated that the order of business would at this time revert to ordinances r
resolutions and the City Clerk thereupon read before the Council a proposed resolution as
follows:
RESOLUTION
BE IT RESOLVED by the City Council of the City of Port Townsend, that,
WHEREAS, it appears at the time of the adoption of the official budget for
the Street Department for the City of Port Townsend for the year, 1943, there was
provided underthe caption "CAPITAL OUTLAY," the sum of ;;5500.00 for "new: Constructic
and the sum of j2000.00 for "new equipment," and whereas, each item comes-rithin the
same budget classification, and whereas, in order to complete the street oiling pro-
gram to be carried on in conjunction with the County of Jefferson, it is necessary
that the sum of 000.00 be added to the item of "new construction," therefore,
