Councilman Lasarern, Chairman of the Committee on Finance and Claims, reported that the
had been unable to fully check the monthly report of the City Treasurer for the month of
January, but that the ratter would be taken care of and a report made at the next regular
session.

Y Streets and Sewers
Councilman Mueller reporting for the Committee on Streets and Sewers stated that the
#". request of Mr. T. H. Baker, Jr. for the use of a portion of Madison Street had been inves-
tigated and he recommended at this time that Mr. Baker be given permission to use the afore-ii
said street area for the purpose of raising a Victory Garden, provided, however, that no
,3`is r>•xt. ej. city property be in any way molested. There being no objections raised by other members of .

rYir,h Reference is made to our joint inspection on February 23 of the Maple
(y +, trees along Maple Avenue.
Our findings, as discussed with you and members of the Council at that
time, were as follows:
ry'1z7 All of the Maple and Poplar trees are definitely in a decadent stage.
rY'rykC a For street and sewerage maintenance purposes it has been necessary to prune theA.
root systems so severely that an insufficient number of roots now remain to sustain
the trees in their present condition. This has two primary effects; first, a gen-
{ �' ` ® eral weakening of the tree which makes it highly susceptible to windthrow, and
secondly, the dying of many of the larger limbs. This latter condition is the re-
sult of the present root system being unable to furnish sufficient soil nutrients
w. for the entire tree crown.
;�r ® It might be possible to retain a few of the trees by limb pruning quite
,_ heavily. However, the cost would probably be excessive and the operation, to be
yj aY' successful, should be performed each year. In addition, the City will no doubt be
tis<,S Yry t confronted with difficulties arising from the growth of roots into the sewerage main.
gs: This has been the case in most cities where old growth trees exist on the same side
rxSI ry _` of the street as the mains.
One of the trees had been recently windthrown. The root system was examin-
n ed and decay was very prevalent. As this tree was the same age as those remaining
standing, it is a good indication that all of the root systems are practically in
the same condition. Under the circumstances and , judged purely from an economic 7
�- standpoint, it appears that the most feasible thing for the City to do is to cut
these trees.
