NThis matter was discussed at soma length and the Fire and Light Committee of the IICouncil crith the addition of Councilman Lammers, were appointed by the Mayor as a special and continuing committee to investigate the possibilities in this matter and to report *f ? their findings to the Council from time to time.- Re: Logging Below City Dam r. r Mayor Anderson reported that he had been informed by Mr. L. G. Jolley, District Ran- i ��' tt(rtt,' €: gar at Quilcene, that the Forest Service proposed to sell timber for logging at a point approximately one and one-half miles below the city dam on the Big Quilcene River and suf- ficiently removed from the main water line to eliminate the possibility of damage to same, nFy� rye1 and asked that the city express approval of cutting in the proposed area as being of no menace to the city's water supply. i Councilman Buse reported that his information upon the proposed cutting would place it f'7fiir7.y; well outside the \•later shed and sufficiently removed from the main line, and he moved that rlfyl+}, the city express approval of the proposed cutting with a proviso that this should in no way be construed to express any willingness to allay further cutting above the city dam �;rxil or at any point which would endanger the city's grater supply. fig° Carroll Returns Councilman Carroll who had been excused from attendance earlier in the meeting return- ed at this time and assumed his proper place in the proceedings.3ft7 Councilman Mueller seconded the above motion of Councilman Buse, and Councilman Car- ?Y , rol being informed as to the matter under consideration rose to state that he strongly {, disapproved any cutting in the vicinity of the water shad and felt that a very thorough investigation should be made by representativesof the city before the Council should make '�33z. j. any statement as to approval of any logging in that area. Councilman Buse with the con- t, sent of the member seconding his above motion then withdrew the motion and the matter visa Irxw°,yt ^k" referred to the Committee on Water and Drainage and Water Superintendent for investigation and consideration before any decisive action would be taken. ti Re: GarbsCharges rr a5a u B g Garbage Collection Char es It was moved by Councilman Mueller and seconded by Councilman Maroldo that the City Attorney be instructed to file civil suit in the Police Court as directed by the Chair- man of the Harbor and Health Committee, to enforce collection of outstanding and delin-iQT+ quent garbage collection accounts as shown by books in the office of the City Tressuror. Motion carried. ADJOURNMENT No further business appearing for consideration by the Council at this time, it was {xxs x11{ moved by Councilman Maroldo and seconded by Councilman Carroll that the Council do now adjourn. M. in the Council Chambers of the City Hall Mayor H. E. Anderson presiding. ROLL CALL Upon roll call, officers and members noted present were as follows: Mayor H. E. An- derson; City Attorney, W. J. Daly; City Clerk, C. F. Christian; and Councilmen William Lammers, Sr., J. M. Carroll, G. F. Mueller, and J. F. Maroldo. MINUTES OF PREVIOUS SESSION The minutes of the previous session were read and approved without correction or al- teration. BUILDING PERMITS From Mrs. J. Hemker, to -wit: Port Townsend, Washington February 18, 1943 Honorable Mayor and City Council Port,Townsend, Washington Gentlemen: Permission is requested to erect a frame garage, 16' x:241, on my property situate Lot 8, Block N, Xuhnt.s Ranch .Addition; at an estimated -cost of approximately $100.00 for materials. Respectfully submitted, MRS. J. HEMKER Permit Granted It was moved by Councilman Maroldo and seconded by Councilman Carroll that the fore- going request for building permit be granted. .Motion carried. COMMUNICATIONS From T. H. Baker, Jr., to -wit: 901 Water Street Port Townsend, Washington 2-23-43 Honorable Mayor & Gentlemen of City Council Port Townsend, Wash. Gentlemen: It is my pleasure to ask permission to .build a cement retaining ,wall around my property on Taft & Madison St.., said wall to be 90 feet long on Taft St. and 100 feet long on Madison and the proper height to improve the .looks ,of the property. Also I would like to build a (curb along Madison S .., If you are in favor of the above improvement, please have your engin- eer establish the proper grade so the walls can be properly placed. Enclosed find one dollar for the lease of Madison St. in front of .my property for the sole purpose of planting a victory garden, above lease to be for one year. Waiting an early reply on the above requests. Yours very truly, T. H. BAKER,.JR. It was moved by Councilman Maroldo that Mr. Baker be given permission to erect a re- taining wall as requested in the foregoing communication and that the city establish grade for that purpose. This motion was seconded by Councilman Mueller and carried by voice vote of the members present. That portion of the foregoing communication requesting permission .to use a portion of Madison St. for the purpose of planting a victory garden was referred to the Committee on Streets and Sewers, with authority to grant :such permission should investigation show it to be advisable.
