Resolution Adopted It vras moved by Councilman Maroldo and seconded by Councilman Buse that the resolution drawn up, presented, and read in full as incorporated in the minutes above be adopted. Up- on roll -call vote, all six Councilmen present voted in the affirmative and motion was de- clared carried. Engineer's Report to Street Committee The above incorporated report of W. A. Suggs, City Engineer ex-officio, was referred at this time to the Street Committee and in the absence of Councilman Brown from the city, Councilman Lammers was asked to serve as a member of the Street Committee in this matter which responsibility he promptly accepted. Re: Street Marker Signs Representative members of the local Active Club arrived at this time and signified their desire to speak before the Council. Permission being granted, Mr. Dan Hill, as spokesman, asked the members of the Council to recall that in the past the Active Club with assistance from the city had made and installed street marker signs. These signs due to on, cause and another were at this time in a very unsatisfactory condition and as it was the understanding of the membership of the Active Club that these signs were to be maintained by the city, the members of the club wished to know what the city proposed to do in the matter. The minutes of the meeting at which the matter was originally brought to the attention of the Council were consulted and showed that representatives of the Active Club had at that time asked the city to appropriate funds in the amount of $110.00 to purchase material with which to make the said signs, that this request had been granted by the city and that no mention as to maintenance or up -keep by the city had been made. This matter was then referred to the Street Committee of the Council to meet with a representative committee from the membership of the Active Club with a view to determining - the most satisfactory solution to this problem and report their recommendations on same to the Council at a later date. Carroll Excused Councilman Carroll asked to be excused at this time because of business demands, which request was promptly granted by the Mayor. BUILDING PERMITS Requests for permission to build or to make alterations or additions were presented and read at this time as follows: From S. Lockhart, to -wit: Port Townsend, Washington February 15, 1943 Honorable Mayor and City Council Port Townsend, Washington Gentlemen: Permission is requested to build a shed, 101 x 16t,on my property situate Lot 7, Block L, Kuhn's Ranch Addition; at an estimated cost of approximately $20.00 for materials. Motion carried. COMMUNICATIONS From Assoc. of Wash. Cities The City Clerk acknowledged receipt of legislative bulletins No. 3 and No. 4 of the Assoc. of Wash. Cities, and assured the Councilmen that same would be available to them at all times in the City Clerk1s office. REQUISITIONS City Treasurer A requisition by the City Treasurer for a consumerts register for Garbage Departmen accounts was presented and read. Requisition Granted It was moved by Councilman Lammers and seconded by Councilman Sullivan that the for going requisition be allowed and upon roll -call vote, all five Councilmen present (Count man Carroll having been excused) voted in the affirmative and motion was declared carrie UNFINISHED AND NEW BUSINESS Re: Stockman Taxi License Councilman Maroldo, chairman of the Police and License Committee, reported that ins far as could be determined Mr. John P. Stockman had in good faith purchased the business of Mr. R. D. Faussett, commonly known as Black and White Cab Co., and that Mr. Stockman was entitled to the licenses to operate cabs in this city as per his original applicatic Councilman Maroldo thereupon moved that the City Clerk be authorized to issue such li- censes, and upon the seconding of this motion by Councilman Buse, the motion was carried by voice vote of the members present. City Attorney Daly at this time advised the members of the Council present that in matter of the granting of a franchise for the purpose of standing or parking taxis or bu on the city streets, the City Council had no power whatsoever, but that this matter visa under the jurisdiction of the Mayor or Police Department as a traffic safety measure. Re: Building Fund Councilman Yueller at this time placed before the Council the consideration of the matter of creating a Building Fund which might be available. at such time as it should be- come economically within reason for the city to build such structures as might be needed for the housing of city equipment and such, with particular emphasis being placed upon t fact that property had been obtained in the vicinity of the intersection of Lawrence and Harrison Streets for the purpose of erecting headquarters for the Fire Department which would be more centrally located and enable the Department to more readily reach all sec- tions of the city.
