duce the settling of the fill to a minimum.
2. Concrete in Place, Class "C" Concrete. It will be necessary to
construct a concrete wall facing the brick building located in E. 30
feet Lot 6, Block 40, Original Townsite and parallel to said building
on the west side, in order to withstand the embankment thrust against
said building. A gravity type wall was chosen for this work as no re-
inforcing steel will be required, therefore eliminating the use of
critical materials.
3. Lumber in place. 6.24 M.B.M. As pedestrian travel on Washington
Street is relatively high in comparison ,to most streets of like nature
in the City, it is deemed necessary to include a sidewalk in the pro-
ject. A five foot wood sidewalk is included, such walk to conform to
the standards of walks of this nature. A wooden walk was chosen in
preference to concrete, as settlement will be experienced in the em-
bankment and at some future date, when final settlement has taken place,
the walk can be replaced with one of more permanent design.
4. Removing existing Bulkhead, Lump Sum. As the existing bulkhead
would be a determent to the filled area, it will be necessary to re-
move same before material is placed in the fill. Its disposal shall
be considered in the special provisions of the contract form. As some
of the material has salvage value, it is recommended that the City
Street Department survey same with the view of possible use for future
street work.
5. Guard Rail in Place, Type 4. As the embankment is relatively high,
it is necessary to construct some type of guard rail as a protective
measure. Type 4 guard rail was chosen as it will not entail the use of
critical material and will offer the safety required. Type 4 guard rail
is constructed of 811x8" posts, 3"x 8" railing posts spaced every ten
feet with a double row of railing.
The incorporation of these several work items as embraced in the plans
of rojects will offer to the public a thoroughfare provided with the necessary
/r ef'or city streets. As stated it is necessary to so design a project at
the present time to hold the use of critical materials to a minimum, I believe that
no difficulty will be encountered in securing the materials required.
It shall be necessary for the City to acquire two parcels of land, name-
ly, F. R. W. Stevens and Hastings & Reynolds Estate property, to provide the necess-
ary space for the base of the proposed fill. Jefferson County is the owner of
some property necessary for the project, but no difficulty should be experienced
in acquiring same. As this project is urgently needed, it is recommended, that if
said project is acceptable to you and the City Council, that action be started im-
mediately to acquire this property.
The following is an estimate of cost of the project:

It is my understanding that the project will be financed jointly by the
City of Port Townsend and Jefferson County. At a recent meeting of the Board of
County Commissioners, the sum of $2,000.00 was set aside from the County Road Fund
for the purposes aforesaid. The remaining amount will be derived from gas tax re-
venue now credited to your City in the City Street Fund. The work may be done
either by day labor or contract. As there is not sufficient County or City owned
equipment available to do the work, the contract method would be the most advisable.
It is imperative that the project be considered of the utmost priority,
it is recommended that the preliminary work prior to actual construction be done
at the earliest possible date. In order to expedite the work, the following pro-
cedure should be followed:
1. Initiate by Resolution the project as a City Street Project and re-
ceive the approval of the Department of Highways.
2. Secure the necessary Right of Ways.
3. Upon approval of the initiating Resolution from the Department of
Highways, forward the plans and estimate to that Department for their
approval.

4. Upon approval of the plans and estimate by the Department of High-
ways advertise the project for award.

® At the request of Mr. W. A. Bugge, ex-officio City Engineer, I trans-
mit an INITIATING RESOLUTION touching upon the improvement of the serious con-
dition relative to vehicular and pedestrian traffic upon Washington Street between
Taylor and Harrison Streets.
This resolution is an outcome of a special meeting of the City Council
held in the Mayor's office some time ago, and out of which the initiating survey
was authorized, and the same is hereby approved legally as to form.

that it is their intention to improve Washington street in the City of Port Town-
send as follows:
