Dear Captain Hale:
I wish to thank you for your letter of January 14 which so adequately por-
trays the housing problem surrounding Port Townsend. No doubt, your letter was di-
rected to this office in response to a request from Mrs. Emalie, who represents
owners of property located in Port Townsend and who has submitted an application to
us in the hope of qualifying their property for the governmentis conversion pro-
gram.
At the present time Port Townsend is located outside of the jurisdiction
of our office and for that reason vie are forwarding Mrs. Emslie's application, to-
gether with your letter to our Regional Office.
I am certain that they will give careful consideration to the needs as
you and Mrs. Emslie have described them and will do whatever is within their power
to meet the situation.

This matter was referred to the Building Committee and a short goneral discussion of
this matter ensued, but with no decision reached or action taken.
ORDINANCES AND RESOLUTIONS
The proposed emergency ordinance to provide funds for an Assistant Sanitarian which
was read in full for the first reading at a previous session visa presented and read in
full at this time for the second reading and it was thereupon moved by Councilman Maroldo
and seconded by Councilman Sullivan that said ordinance now advance to the third reading.
Upon roll -call vote, all four Councilmen present voted in the affirmative and the motion
was declared carried.
Third Reading and Passage
The proposed ordinance was read in full for,the third reading, whereupon it was moved
by Councilman Maroldo and seconded by Councilman Lammers that the ordinance do now pass.
Upon roll -call vote, all four Councilmen present voted in the affirmative and motion was
declared carried.

Ash Removal Bid Determined
In the matter of the invitation to bid upon the privilege of removing ached from the
local Post Office building, receipt of which is entered in the minutes of a previous ses-
sion, it was moved by Councilman Sullivan and seconded by Councilman Carroll that the city
tender a bid upon the basis of a fee of $4.00 per cu. yd. Upon roll -call vote, all four
Councilmen present voted in the affirmative and motion was declared carried.
Trees Ordered Removed
In the matter of the condition of the trees along that portion of Tyler Street com-
monly known as "Maple Avenue," Councilman Sullivan reported that the Street Committee had
found that the trees upon Tyler Street from Lawrence Street to and including the poplar
trees in the vicinity of the intersection of Tyler and 'IF" Streets were a menace to the
abutting property and to the traveling public and moved that said trees be ordered abated
as a public nuisance. This motion was seconded by Councilman Maroldo and carried by voice
vote of the members present.
ADJOURNMENT
As there vies no further business at this time for consideration by the Council, it was
moved by Councilman Maroldo and seconded -by Councilman Sullivan that the Council do now
adjourn. Motion carried, n

City Treasurer
The monthly report of the City Treasurer for the month of January, 1943, was present
ed and read and referred to the Committee on Finance and Claims.
Water Superintendent
The monthly report of the Water Superintendent for the month of January, 1943, visa
presented and read and referred to the Committee on Prater and Drainage.
The report of the Water Superintendent showing flow of water through main -line mete:
for the week ending February 15th was presented and read and referred to the Committee of
Water and Drainage, inasmuch as no report had been received of the flow of water through
the National Paper Products Company's twenty -inch meter.
City Park
The report of the caretaker of Chetzemoka Park for the year 1942 showing receipts a]
expenditures of incidental funds visa presented and briefly outlined and referred to the
Committee on Finance and Claims for approval.

WASHINGTON STREET GRADE IMPROVEIaNT
A study of the situation existing on Washington Street Grade between
g„a
Tyler Street and Harrison Street wherein the existing bulkheads now supporting

the street, are in bad state of repair, brings about two possible solutions to
the problem. Namely, the construction of a concrete wall along the south pro-
perty line of Washington Street or extending the line of the south property line,
by means of a fill to a point on the adjacent property in which the embankment

on its angle of repose will sustain the proper slopes. Due to the inability to
secure the necessary reinforcing steel for a concrete wall, the second plan vies
adopted as the most feasible method in which to solve the problem.
As per instructions fro0aand the City Council, field surveys were made,
in order to determine the quantities and other data necessary for a preparation
of an estimate. Such surveys have developed the items of work as shown on the
accompanying plan. Analyzing the several items of work, the following is a re-
sume of the controlling factors effecting same:
1. Embankment in place. Items covers the necessary embankment to

msyke the fill necessary to secure the proper lines and grades. Several
sources of the embankment was considered, and the most suitable material
can be secured from the City pit in the vicinity of "0" and Cherry

Streets. Although the source is two miles from the point of -delivery,
it is felt that the type of material would offset the additional cost

of haul. The material is of a gravel formation containing sufficient
