Letter from Clifford R. Nickerson, District Manager, Office of Defense Transportation,
continued:
However, I shall quote the part in which you are most interested. "No per-
son shall engage in taxi service unless on the effective date of this subpart (Sep-
tember 1, 1942), (1) there was in force with respect to such person a license, per-
mit, or other grant of authority issued by a municipality or other governmental sub-
division, authorizing such person to engage in such taxi service; or (2) such person
was engaged in bona fide taxi service in a community where no such license, permit,
or other grant of authority was required; (b) have in operation in taxi service in
any municipality or other governmental subdivision a greater number of taxicabs than
such person had in operation in taxi service in such municipality or governmental sub-
division on the effective date of this subpart."
"No person shall drive or operate a taxicab for any purpose, including socia,
or recreational purposes, personal to the driver or operator; for the purpose bf mak-
ing commercial deliveries of property; more than ten miles beyond the corporate limits
of the municipality in which the trip originated; for the purpose of securing passen-
gers while cruising; on any trip that exceeds twenty-five miles from point of origin
to point of destination; without distinctly marking every such taxicab to indicate
that it is a taxicab."
The Order further states: "Loadin 'Requirements - No person shall drive or
operate a taxicab in any municipality.or o er governmen al subdivision who does not
participate in any group riding plan for taxicabs which is lawfully in effect within
such municipality or other governmental subdivision and in which it is practicable for
him to participate."

It was moved by Councilman Carroll and seconded by Councilman Maroldo that considera-
tion of this matter be carried over until the next regular session. Motion carried.
RECESS
It was moved by Councilman Sullivan and seconded by Councilman Lammers that the Counci
do now recess (8:15 o'clock P. M.) for a period. Motion carried.
RECONVENED AND ROLL CALL
The Council reconvened in regular session at 8:55 o'clock P. M. and upon roll call,
the following officers and members were noted present: Mayor H. E. Anderson; City At-
torney, W. J. Daly; City Clerk, C. F. Christian; and Councilmen J. F. Maroldo, Vim. Lam-
mers, Sr., Dennis Sullivan; and J. M. Carroll.
REPORTS OF STANDING COMMITTEES
Finance and Claims
The report of the Committee on Finance and Claims to whom was referred the -matter of
the Treasurerts Report for the month of December, 1942, was presented and read and ordered
filed.
Water and Drainage
The report of the Committee on Water and Drainage to whom was referred the matter of
the Water Superintendent's Report for the month of December, 1942, was presented and read
and ordered filed.

Mayor Anderson announced at this time that he wished to make the appointment of Mrs.
Fanny Brown as a member of the Library Board in conformance with the foregoing request,
and it was thereupon moved by Councilman Carroll and seconded by Councilman Sullivan that
the Council do confirm such appointment. Motion carried.
From Assoc, of Wash..Cities
The City Clerk informed the Council of the receipt of various bulletins of the Assoc
of Wash. Cities, and said bulletins were ordered filed for access for members of the
Council.
Re: Housing Shortage
A letter addressed to Mayor H. E. Anderson from Captain Alvin E. Ahlberg of -the Unit
States Engineer Area Office was presented and read together with accompanying inclosures
as follows:

Dear Mayor Anderson:
This office has been requested to make a statement as to its opinion of
the need for the execution of a housing project in Port Townsend, Washington.
The urgent need is realized by this office for such a housing project,
and will undoubtedly benefit directly by the accomplishment of a program of this
nature.
Inclosed are copies of letters referring to the same subject, which indi-
cate how urgent this .office believes it is for a housing project to be executed
at the earliest possible date.

Dear Sir:
The housing situation in Port Townsend is becoming more critical every
day. Employees of the U. S. Engineer Area Office are finding it more and more dif-
ficult to obtain adequate quarters. Many have had to live in the Central Hotel,
the only suitable hotel in Port Townsend, for periods exceeding three months. The
Central Hotel has become so crowded that even these rooms are not available for
Area employees.
The local townspeople have cooperated in every possible way and have made
rooms available in private hot"es, which has aided greatly, but has not cleared up
the situation by any means.
Recently a new barge construction company has started work here, employ-
ing many additional civilians. These also require housing. As a result, all house.
have been taken, and the lack of available space is making it impossible to obtain
the necessary personnel to operate the U. S. Engineer Area Office.
There are many large building in Port Townsend, which could readily be
improved and made available for employees if the necessary materials could be pro-
cured. For instance, there is one building that could be made into twelve apart-
ments with very little improvements, but the local people cannot obtain the proper
priority for this material, nor do they have the funds to back up this type of hous.

This office would gladly go over the situation with a representative from your
office, and explain the great need for additional housing in Port Townsend.
