MINUTES OF THE REGULAR SESSION OF THE CITY COUNCIL, JA14UOY 5, 1943, continued.
Mayor Pro Tem Elected
Inasmuch as there were now changes in the personnel of the City Council, it was deemed
advisable that the Mayor Pro Tem for the ensuing two years be elected at this time, in ac-
cordance with common practice.
Councilman Maroldo placed the name of Councilman Lasmiers, the incumbent, a9 nominee for

1943 Gasoline Bids Requested
It was moved by Councilman Maroldo and seconded by Councilman Carroll that the City
Clerk be instructed to inform the various gasoline distributing agencies in the City of

1943-44 Committees Appointed
Mayor H. E. Anderson at this time announced the members constituting the various stand•
ing committees of the Council for the year 1943-44 as follows:

Re: Rat Control in City
Mayor Anderson called upon Mr. Hayes Evans, Chief Public Sanitarian for the Olympic
Health District of which this city is a participating member, to present to the Council at
this time an outline of the plan of rodent control as set up by the United States Public
Health Service.
Mr, Evans then stated that the United States Public Health Service had made a prelim-
inary survey of various cities on the Pacific Coast with a view to determining the preva-
lence of rats and diseases which are commonly spread by these animals; citing an incident
of more than casual concern to this city, he stated that it had definitely been determined
there was present in rats caught in the City of Tacoma evidence of the presence of bubonic
Plague. In view of this fact, the Public Health Service had asked the various health de-
partments, county and city, to provide men who could be instructed in a procedure of catch-
ing and processing the carcasses of rats which would then be forwarded to predetermined
places for proper analysis by experts at this work.
The local problem at this time was to augment funds of the Olympic Health District in
lorder that men employed for this work might be conpensated. A general discussion tending
(toward a question and answer forum followed for a short period and the members present hav-
ing become acquainted with the problem to their full satisfaction, it was moved by Council-
�man Brown and seconded by Councilman Sullivan that the City Attorney be instructed to dray
Iup an emergency ordinance to provide the sum of $200.00 for the purpose outlined above.
NUpon roll -call vote, all 7 Councilmen present voted in the affirmative and the motion was
hldeclared carried.
IIRe: H. W. Tucker Claim
It was moved by Councilman Brown and seconded by Councilman Carroll that the Mayor and I
City Clerk be authorized and instructed to issue a warrant to Mr. H. W. Tucker in the sum of
��150.00 for services as janitor at the Civilian Defense Headquarters. This claim included
hback payment due which Mr. Tucker had previously expressed his willingness to wait for un-
til same could be paid from moneys appropriated under the 1943 budget, but which the Council
felt should be paid at this time inasmuch as Mr. Tucker was now no longer employed in this
capacity. Upon roll -call vote, all 7 Councilmen present voted in the affirmative and the

It was moved by Councilman Brown and seconded by Councilman Sullivan that in order to
expedite the operation of the local rat control program, the Mayor be authorized to make
such appointments as might be deemed necessary to provide for personnel without prior con-

all 7 Councilmen present voted in the affirmative and the motion was declared carried.

then repeated his motion to approve of the minutes of the preceeding session but stated

that he also wishes it to be shown that he desired a reconsideration of the aforementioned

matter. This .motion was seconded by Councilman Carroll and upon voice vote was declared
carried.
