December 15, 1942
The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this
15th day of December, 1942 at 1:30 o'clock P. M. in the council chambers of the city hall,
Mayor H. E. Anderson presiding.
ROLL CALL
Officers and members answering present to roll call were as follows: Mayor H. E. Ander
son; City Attorney, W. J. Daly; City Clerk, C. F. Christian; and Councilmen William Lamers,
Senior, Dennis Sullivan, J. Id. Carroll, and J. F. Maroldo.
MINUTES OF PREVIOUS SESSION
It was moved by Councilman Carroll and seconded by Councilman Sullivan that the read-
ing of the Minutes of the previous session be suspended and that they be approved as writ-
ten. Motion carried.
REPORTS OF OFFICERS
City Treasurer
The monthly report of the City Treasurer for the month of November, 1942, was present-
ed and read and refesed to the Committee on rinance and Claims.
Water Superintendent
The monthly report of the Water Superintendent for the month of November, 1942, was
(presented and read and referred to the Committee on Water and Drainage.

for the week ending December 14, 1942, was presented and read and referred to the Committee
on Water and Drainage, inasmuch as there had been no report from stational Paper Products

this city's October allotment of gasoline tax funds to be $832.95 visa presented and read
and ordered filed.
From Assoc, of Wash. Cities
The City Clerk acknowledged the receipt of. an A. M. A. Washington newsletter and same
was ordered filed in the office of the City Clerk where it would be available to members
of the Council.
UNFINISHED AND NEW BUSINESS
Cotton application for lease
In the matter of the request of the Cotton Engineering and Shipbuilding Corporation
to lease certain portions of streets within the city, which letter of request was read be-
fore the Council and is incorporated in the minutes of the regular session of November 24,
1942, there were at this time read the following affidavits and presentations, inasmuch as
this was the time set for hearing on the proposed lease.
NOTICE OF INTENTION OF THE. CITY OF PORT T081iSEND To LEASE CERTAIN PORTIONS OF STREETS
Notice is hereby given, pursuant to due order of the Council of the City of
Port Townsend, entered on the 24th day of November, 1942, that the said City proposes
to lease to the Cotton Engineering & Shipbuilding Corporation for the purpose of oc-
cupancy in the shipbuilding operations of said corporation, at an annual rental of
$25 for a period of ten years, but with readjustment of rental to be made at least
once every five years during the pendency of such lease or any renewal thereof, the
following portions of the following streets within the original Townsite of the City
of Port Townsend, namely: a and south of Lots 1 3 and 5
All of Front Street south of Lot 7 in Block
in Block 5 and Lots 1 and 3 in Block 6 and all of Monroe Street south of
Water Street;
and that a public hearing shall be held in the Council Chambers of the City Hall at
1:30 oiclock p. m., or as soon thereafter as is practicable, on the 15th day of Decem-
ber, 1942, at which any taxpayer may appear and be heard for, or against said proposed
lease.

AFFIDAVIT OF PUBLICATION

Ray 0. Scott, being sworn, says that he is the publisher of the Port Town-
send Leader, a weekly newspaper, which has been established, published in the English
language and circulated continuously as a weekly newspaper in the town of Port Town-
send, in said County and State, and of general circulation in said county for more
than six (6) months prior to the date of the first publication of the Notice hereto
attached, and that the said Port Townsend Leader was on the 27th day of June, 1941,
approved as a legal newspaper by the Superior Court of said Jefferson County, and
that the annexed is a true copy of the Notice of the Intention of City of Port Town-
send to lease certain portions of streets as it appeared in the regular and entire
issue of said paper itself and not in a supplement thereof for a period of two con-
secutive weeks, beginning on the 26th day of November, 1942, and ending on the llth
day of December, 1942; and that said newspaper was regularly distributed to its sub-
scribera during all of this period. That the full amount of $---- has been paid in
full, at the rate of $1.40 a hundred words for the first insertion and 80 cents a
hundred words for each subsequent insertion.
