Denr Mr. Anderson: It has just come to our attention that the city of Port Townsend in a recent election failed to provide adequatb funds for Civilian Defense, so that the main-, tenance of the proper program is jeopardized. I am sure you realize and feel strongly that every citizen should be fully aware of the fact that it is imperative that each coinm pity maintain itself self suffic- ient in this matter. The President has charged each community with the respons- ibility of looking after itself to protect itself against the various incidents arising out of the war, and Port Tormsend's position makes it doubly imperative that this program be given the full emphasis that the seriousness of the situa- tion demands. I realize that many communities find this a financially difficult task, but the responsibility is one that cannot be avoided, nor can the result of the work that has been carried on for several months be permitted to slacken and suffer for rant of continued attention. Europe is full of evidence of the tragedy that has befallen communities and nations who permitted a temporary ap- pearance of safety to lull them into a false sense of security. Gentlemen: Permit me to call your attention that the preliminary budget for the City of Port Townsend has not been published to date, and no date for hearing given to the public that they may appear and be heard on the various items thereof. The stature makes the publication of this notice mandatory and unless the same is in the Leader by at least Thursday, I sm some doubts as to the validity of levies for the year 1943. E Anderson, City Attorney, W. J. Daly, City Clork, C. F. Christian and councilmen; J. F. Liaroldo, Robt. "i. Brown, Wm. La::r..ers, Sr., Dennis Sullivan and J. it:. Carroll. Re: Parking in Post Office Block Layor Anderson stated that he had received numerous complaints to the effect that excessive parking of cars for long periods near the entrances of the local Post Office inconveniencing the general public in the transaction of business there. This matter was referred to the corscittee on Streets for recommendation to the council. Re: Garbage Collection Ch ppes Councilman Sullivan presented the matter of difficulty in enforcing collections of charges for garbage removal service anal asked for sugZastions or information as to hoer this miE*.t be accor..,lished in order that delinquent charges mirint be kept at a minimum. A discussion of ways and means followed but no definite course of action wss decided upon. Re: Civilian Defense Funds Yr. "i. A. BuGge, County -City Coordinator of the local Citizens Defense Corp expressed a desire to brim a matter before those present and upon being given permission to do so by the Yayor, stated that it was imperative that some understanding be reached to the possib- ility of providing funds to provide for the continuation of local Civilian Defense program. r,Ir. Bugge was assured that sufficient funds :;ere available at present to carry out the program during the month of September and upon being asked what sum he considered necessary to carry on the work during the year 1943 for minirnrm requirements, Yr. Cunningham Appointed to Council The matter of the appointment of a councilman to serve out the unexpiring term of Mr. Clarence E. Richards, deceased ::as brought before the council and the name of' Yr. Vim. H. Cunningham, Jr, was offered for consideration. After short discussion, it was moved by councilman Liaroldo and seconded by councilman Sullivan that Yr. VIm H. Cunning- ham, Jr. be elected to fill the office made vacant, by the death of Richards for the balance of the preseht term. Upon roll call vote, all five councilmen present voted in the affirmative and motion ryas declared carried and Yr. Cunningham declared duly elected. ADJOURN n, -'IIT He further business appearing for consideration by the council,at'this time, it was moved by councilman Brown and seconded by councilman Liaroldo that the, council do now adjourn. Current Expense' Fund Budget ' Under the division titled "City Treasurer", the item "Salary, City Treasurer (6 i,;os.)" was reduced from $900.00 to �a810.00; tare item "Clerk hire" was reduced from 5j300.00 to (a100.00; the item "Office Supplies" •,rais reduced from ;j200.00 to $150.00. Under the division "Police Department", the i ern "Salary, Chief of Police"- .as duced from .12,150.00 to !^1,960.00; the items "Salaries, three Patrolmen" was reduced from $5,940.00 to ,5,580.00 : Undr-i- division "Fire Department", the items "Sslarien, three fire truck drivers" was reduced from j5,940.00 to ;;5,580.00.
