ORDINANCES AND RESOLUTIONS
A Resolution relative to certain property now owned by the city of Port Townsend
was presented and read in full as follows:
R E S O L U T I O N
WHEREAS, the City of Port Townsend is the owner in fee of the following
described real estate, to -wit:
Lot 7 in Block 12 of Plummer's
Addition to the City of Port
Townsend, Jefferson County,
Washington,
the same having been purchased from Jefferson County for the use and benefit of
the Port Townsend Council, Girl Scouts of America, and,
WHEREAS, a question has arisen as to the capacity of theā¢Port Townsend Council,
Girl Scouts of America, to hold fee title to real estate, and,
WHEREAS, it appears necessary that public expression should be made as to how
said City holds said title, now therefore,
BE IT RESOLVED by the City Council of the City of Port Townsend, and it is
the sense of this resolution that title to Lot'7 in Block 12 of Plumner's Addition
to the City of Port Townsend, Jefferson County, Washington, is held by the City
of Port Townsend in trust only, for the use and benefit of Port Townsend Council,
Girl Scouts of America.
ADOPTED by the City Council May 5, 1942.

Due to the nature of this Resolution, it was recommended by the City Attorney that
the Council take no definite action upon it until the next regular session; whereupon,
it was moved by councilman Maroldo and seconded by councilman Sullivan that the Resolu-
tion do lay over for a period of two weeks to be considered at the regular session of
that date-. Motion carried.
Police Department Emergency Ordinance
A proposed Emergency Ordinance to provide additional funds for the Police Department
for the year 1942 which had been read at former session for the first and second read-
ings was presented and read in full for the third reading at this time as follows:
ORDINANCE 140.
AN ORDINANCE of the City of Port Townsend providing for
the appropriation and immediate expenditure
of money from the Current Expense Fund of
such city for the purpose of purchasing add-
itional police equipment, and declaring
an emergency.
T;H2REAS, at the time of the adoption of the official budget for the
Current Expense Fund of said city for the year 1942, the necessity for an addi-
tional police car could not have been forseen, and whereas, it now appears to the
City Council of the City of Port Townsend that two automobiles are necessary for
the purpose of adequately policing the City of Port Townsend during the period of
the present National Emergency, therefore,

Section 1. That an emergency is hereby found and declared to exist re-
quiring the Immediate appropriation of money for expenditure from the Current Ex-
pense Fund of the City of Port Townsend during the year 1942 as follows:
Police Department
Capital Outlay 1200.00
Sundry and Miscellaneous 100.00
Total o 0
and said sum be and the same is hereby appropriated.
Section 2. That the City Clerk be and he is hereby authorized to saw
emergency warrants upon the Current Expense Fund of said city during the year 1942
for the purposes aforesaid, sot exceeding the foregoing amount, upon the presenta-
tion of properly approved vouchers.
Section 3. That this ordinance be published once in the Fort Townsend
Leader to be in force and take effect five days from and after the date of such
publication.

Ordinance Passed
It was moved by councilman Maroldo and seconded by councilman Lammers that the fore-
going Ordinance to now pass and upon roll call vote all six councilmen present voted
in the affirmative and motion was declared carried.
Civilian Defense Emergency Ordinance'
A proposed Ordinance to provide money for civilian defense needs for the year 1942
which was read in full for the first reading at a former session was presented and read
in full at this time for the second reading as follows:
ORDINANCE NO.
AN ORDI14ANCE of the City of Port Townsend providing for the appropriation and
immediate expenditure of money from the Current Expense Fund of said City for v'
the purpose of adequately providing ror the established system of Civilian
Defense within said city, and declaring an emergency.
710REAS, at the time of the adopt16n of the -official budget for the Current
Expense Fund of said City for the year 1942, the exigencies incident to the
provisions of an adequate Civilian Defense'during the period of the National
Emergency could not have been forseen, and,
WHEREAS, the Governor of the State of Washington has not seen fit to call a
special session of the State Legislature, and make recommendation thereto of
such measures as are necessary to meet the problems of coast cities and towns
in the State of Washington, and,
WHEREAS, such problems are now local and must be so met financially, therefore,
THE CITY COUNCIL .OF THE CITY OF PORT TOBNSEND DO ORDAIN AS FOLL07M:
Section 1. That as emergency is hereby found and declared to exist re-
quiring the immediate appropriation of money for expenditure from the Current
Expense Fund of the City of Port Townsend during the year 1942, for the pur-
poses aforesaid, which said sum so appropriated shall be chargeablw as follows:
GENERAL CITY GOVERNMENT
Capital Outlay $ 200.00
Salaries and Wages 700.00
Sundry and Miscellaneous 100.00
Section 2. .That the City Clerk be and he is hereby authorized to draw
emergency warrants upon the Current Expense Fund of said city during the year
1942 for the purposes aforesaid, not exceeding the foregoing amount, upon the
.presentation of properly approved vouchers.
Section 3. That this ordinance be published once in the Port To nsend
Leader to be in force and take effect as provided by law.

It was moved by councilman Maroldo and seconded by councilman. Brown that the third
reading be by title only. Upon roll call vote, all six councilmen present voted in the
affirmative and motion was declared carried.
Third Reading and Passage
The proposed Ordinance was read by title only for the third reading whereupon it was
moved by councilman Brown and seconded by councilman Cornett that the Ordinance do now
pass. Upon roll call vote all six councilmen present voted in the affirmative and
motion was declared carried.

Re: City Hall Gas Pump
Dave Bartl, Acting Chief of Police reported to the council that he had been told that
police department equipment would not be allowed to gas up in the city hall pump after
five o'clock P.M. He stated that he wished a definite understanding among all concerned
in that matter and gave reason why this ruling could not be strictly adhered to. He
explained that due to the fact this equipment was on duty twenty-four hours each day and
waB in -'some instances used extensively during the hours of darkness when it was necessary
to keep the motor running to furnish light sometimes became necessary to re -fuel it most
any time of the day or night.
After a short and formal discussion, it was agreed by those present that the matter
be left to the Fire and Light co= ittee for disposition and as there was at this time no
chairman appointed for this co=mlttee, Mayor Anderson appointed councilman Brown to
act in that capacity.
It was moved by councilman Maroldo and seconded by councilman Carroll that the
chairman of the Fire committee instruct the members of the Fire department who act as
custodians of the City Hall gasoline pump as to the rulings of the council in that
matter of fueling up by the various departments. Lotion carried.
