MINUTES .OF THE REGULAR SESSION OF THE CITY COUNCIL. APRIL 21

THE CITY COUNCIL OF THE CITY OF PORT T0;7NSEND DO ORDAIN AS FOLLOWS; IT
Section 1. That an emergency is hereby found and declared to exist re-
quiring the immediate appropriation of money for expenditure from the Current
Expense Fund of the City of Port Townsend during the year 1942, for the purposes
aforesaid, which said sum so appropriated shall be chargeable as follows:
GENERAL CITY GOVERNMENT ry

Salaries and 'Sages y
Sundry and Miscellaneous
Section 2. That the City Clerk be and he is hereby authorized to draw
emergency warrants upon the Current Expense Fund of said city during the year
1942 for the purposes aforesaid, not exceeding the foregoing amount, upon the
presentation of properly approved vouchers.
Section 3. That this ordinance be published once in the Port Townsend P
Leader to be in force and take effect as provided by law.

Re: Taft Street Openin
By common consent the council at this time again took up the matter of the request
to open and grade Taft street between Madison and Monroe Streets and as there were in the
audience both opponants and proponents of the proposed opening, any who wished so to do
were invited by the Mayor to present their comments at this time.
Mr. T. H. Baker, Jr. was the first to respond the invitation of the Mayor and stated
that as one of those requesting that the street be opened, he felt that his views on the
subject had been quite fully expressed at the last regular session of the council and
suggested that opponents of the proposed opening who were present at this session cite
their reasons for opposing'this improvement.
Mal. J. C. Phillips, Mr. Earl W. Helander and Dr. Ray S. Crist, all of whom were
present spoke in opposition to the proposed opening and in addition to Iar. Balser, Mr.
Hugh E. Burden who was one of the citizens presenting the original request and Mr.
Herman N. Simpson to whom Mr. Burden recently sold his proper•::y affected appeared as
proponents of the action requested.
Opponents of the proposed opening cited the additional cost,to the city, dust nuis-
ance of an unimproved street menace from cross traffic at the'.section of Monroe and Taft
streets and damage to value of property,purchased because of protection afforded by trees
now standing on street, area.
Those desiring the opening presented for consideration matters of present danger to
life and property by reason of a dead end street inconvenience occasioned by.having only
one access and exit to prooerty,and stated that in view of the progress and improvement: 4r�
of that district as an area of nice homes, it would be to the interest of the city to
provide for the traffic facilities for residents of that area.
Councilman Sullivan presented a motion that one other street be opened to serve the,
area under discussdon but this received no second and was therefore not acted upon.
Councilman Maroldo moved that the council go on record as recommending that the street s
cou-zittee review their report as read before the council earlier in this session and "-
after due consideration,present their findings at the next regular session. Councilman
Carroll seconded this motion and upon voice vote, the motion eras declared carried.
ADJOURNMENT
No further business appearing at this time for consideration by the council, it eras
moved by councilman Maroldo and seconded by councilman Carroll that the council do now
adjourn. Motion carried.

BE IT FURTHER RESOLVED that a copy of,this resolution be spread upon the journal
of the City Council of the City of Port Townsend, and a copy transmitted to the widow

going Resolution be adopted and upon call by the Mayor for a rising vote, all present
