HomeMy WebLinkAbout00115 minutes thereof and consequently no report could be220 ORDINANCE NO An ordinance providing for the immediate appropriation of money for the Current, Expense Fund for the City of Port Townsend for the year 1942 and for the purpose of aiding in the County -City Civilian Defense program and declaring an emergency. WHEREAS, it appears to the City Council of the City of Port Townsend that it is in the interest of National Civilian Defense that the City of Port Townsend contribute fi- nancially towards the objectives proposed by the County -City Civilian Defense Council, and, WHEREAS, the Attorney -General of the State of Washington has determined such expend- itures are legal obligations against the Current Expense Fund of municipal corporations, any WHEREAS, it now appears to said City Council that the sum of $300.00.shou1d be ap- propriated for such purpose, and, WHEREAS, the necessity for .the expenditure of said money could not have been forseen at the time of the adoption of the official budget for the City of Port Townsend, and for said fund, for the year 1942, therefore, THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLOWS: Section 1. That a public emergency is hereby found requiring the immediate appropria- tion of the sum of $300,00 for the purposes aforesaid, and said emergency is hereby de- clared and said sum is hereby appropriated for expenditure during the year 1942, for the purpose of aiding the efforts of the County -City Civilian Defense Council, which said sum as so appropriated, shall be chargeable to the Current Expense Fund of said City and to the detail of budget as set out as follows: GENERAL CITY GOVERNMENT Salaries and Wages $250000 Travelling Expense 50.00 Section 2. That the City Clerk be and he is hereby authorized to draw emergency warrants upon said fund not exceeding the said sum of $300.00 upon the presentation of properly approved vouchers. Section. 3. That this Ordinance be published once in the Port Townsend Leader to be in force and take effect as provided by lawn. PASSED by the City Council January, , 1942. APPROVED by the Mayor January , 1942. Mayor Attest: .City•Clerk It was moved by Councilman Maroldo and seconded by councilman Brown that the third reading be by title only. Upon Roll Call vote, all six councilmen present voted in the affirmative and motion was declared carried. Third Reading and Passage The proposed Ordinance was read by tilde only for the third reading whereupon it•was moved by councilman Maroldo and seconded by councilman Brown that the Ordinance do now pass. Upon Roll Call vote, all six councilmen present voted in the affirmative and motion was declared carried. RECESS It was moved by councilman Brown and seconded by councilman Maroldo that the council recess at this time (8:10 P.M.) for a short period. Motion carried. RECONVENED AND ROLL CALL The City Council reconvened in regular session at 9:20 O'clock P.M. and upon Roll Call the following officers and members were noted present: City Attorney, W. J. Daly, City Clerk, C. F. Christian and councilmen Wm. Lammers, Sr., Dennis Sullivan, J. M,( Carroll, W. B. Cornett and Robt. Ill. Brown. Councilman J. F. Maroldo having been excused from further attendance. UNFINISHED AND NEW BUSINESS Re: Water. Sterilization Councilman Carroll as spokesman for the 107ater committee of the council recommended that additions to equipment for the protection of the Water supply of this city as rec- ommended by the State Department of Health in a letter read before the council at a former session be installed and moved that the city purchase and install forthwith the chlorinating demanded by the State Board of Health and that the City Clerk inform said Board of the action of the council. This motion was seconded by councilman Cornett and upon Roll Call vote, all five councilmen present voted in the affirmative and motion was declared carried. (40 (0 I LJ U 11 hi Mt.. � l E�ti E � i1t yrlT� �b'Su'µ 3 , Re: Claim'.of'RobertLong '= The claim -:of Robert Long for wages due for services to the Civilian Defense office monies for which were provided by Ordinance passed during this session was presented at this time by the City Clerk and it visa thereupon moved by councilman Sullivan and sec- onded by councilman Cornett that the said claim be allowed and that the Mayor and City Clerk issue a warrant upon the proper fund in payment thereof. Upon Roll Call vote, all five councilmen present voted in the affirmative and motion was declared carried. RE: Letter of William Nagel Councilman Brown as chairman of the Street committee of the council reported that the said committee had been unable to come to any definite agreement upon the matter presented by Mr. William Nagel in a letter to the council which was read at a former session and -incorporated in the minutes thereof and consequently no report could be tendered by the committee as promised at the last regular session. Re: Street Lighting Contract The Puget Sound Power & Light Company presented for consideration by the council a form of contract to provide the city of Port Townsend with Street lighting service for a period of five years beginning February 8, 1942 at thick time the present contract for this service expires and that said contract offered be fundamentally the same as the contract now expires. It was moved by councilman Brown and seconded by Councilman Cornett that the contract for this service be renewed with the Puget Sound Power and Light Company and that the Mayor and City Clerk be authorized to execute such a contract for the city. Upon Roll Call vote, all five councilmen present voted in the affirmative and motion visa declared carried. ADJOURNMENT No further business appearing for consideration by the council at this time, it was moved by councilman Carroll and seconded by councilman Cornett that the council do now adjourn.
