member off' the Library Board, for five-year term. Her present term expired
January 1st, 1942.

TO: The HONORABLE MAYOR and the CITY COUNCIL
of the City of Port Townsend.
Gentlemen:
Realizing the nature of my country's emergency, I have heretofore made
application to the United States Navy offering my services in any capacity which
the Navy -might care to use the same. Acting upon this application, the Secre-
tary of the Navy has seen fit to appoint the undersigned a Boatswain in the
Naval Reserve of the United States Navy to rank from the 1st day of November,
1941. This warrant is to continue in force during the pleasure of the Secretary
of the Navy. I have further been ordered to report for duty on or before the
5th day of January, 1942.
Therefore, it has become necessary for me to apply to this Honorable Body
for an indefinite leave of absence. I hope that the City of Port Townsend will
see fit to grant my request in order that I may do my part, to the best of my abi:
to help my country in its time of need.

It was moved by Councilman Maroldo and seconded by Councilman Brown that an indefinite
leave of absence be granted Mr. Willestoft as requested above. Motion carried.

A proposed emergency Ordinance to provide funds for Civilian Defense activities was
presented and read in full for the first reading as follows:

interest of ;Iational Civilian Defense that theCity of Port Townsend contribute financially
towards the objectiveo proposed by the Uounty-City Civilian Defense Council, and,
WHEREAS, the Attorney -General of the State of Washington has determined such expen-
ditures are legal obligations against the' Current Expense Fund of municipal corporations,
and,
WHEREAS, it now appears to said City Council that the sum of should be ap-
propriated for such purpose, and,
WHEREAS, the necessity for the expenditure:of said money could not have been foreseen
at the time of the adoption of the official budget for the City of Port Townsend, and for
said fund, for the year 1942, therefore,
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLO•iS:
Section 1. That a public emergency is hereby found requiring the immediate appro-
priation of the sum of for the purposes aforesaid, and said emergency is
hereby declared and sa d sum a ereby appropriated for expenditure during the year 1942,
for the purpose of aiding the efforts of the County -City Civilian Defense Council, which
said sum as so appropriated, shall be chargeable to the Current Expense Fund of said

City and to the detail of budget as set out as follows:
- GENERAL CITY GOVERNMENT
Salaries and Wages
Section 2. That the City Clerk be and he is hereby authorized to draw emergency
warrants upon said fund not exceeding the said sum of upon the presentation
of properly approved vouchers.
Section 3. That this ordinance be published once in the Port Townsend Leader to be
in force and take effect as provided by law.

purpose would meet with his approval but that this detail could
be given consideration
by members of the Council until the time of the next regular session

the second reading.
