Garbage Disposal Body Purchase Authorized
It was moved by Councilman Brown and seconded by Councilman Maroldo that a garbage dis
posal body of the type demonstrated to members of the Council be purchased from Howard -
Cooper, Corp. Upon roll call vote all five Councilmen present voted in the affirmative and
motion was declared carried.
Re: Garbage Disposal Truck Chasse
It was moved by Councilman Brown and seconded by Councilman Maroldo that the committee
on Harbor and Health be authorized to secure price quotations from various dealers upon
truck chasse to be used for garbage disposal purposes and to make their selection and pur-
chase such chasse. Upon Roll Call vote all five Councilmen present voted in the affirmativ
and motion was declared carried.
Lammers Appointed to Committee
Councilman Lammers was appointed by the Mayor to act as a member of the committee on
Harbor and Health in'as much as Councilman Richards who is normally a member of this com-
mittee is unable -to act because of the condition of his health.
1942 Gasoline Proposals Asked
It was moved by Councilman Brown and seconded by Councilman Carroll that the City
Clark be authorized and instructed to notify oil companies doing business in this city that
bids to provide the City with gasoline for the various departments during the year 1942
would be received up to January 6, 1942 and would be opened at the meeting on that date.
Motion carried.
No further business appearing for consideration by the Council at this time, it was
moved by Councilman Carroll and seconded by Councilman Brown that the Council do now ad-
journ. Motion carried.

SPECIAL MEETING
Acting upon instructions from the Mayor the City Clerk informed all Councilmen to be
present at the City Hall at 7:00 o'clock P.M. on Friday, December 12, 1941, There were
present at the appointed hour, Mayor H. E. Anderson, City Clerk, C. F. Christian and Coun-
cilmen J. F. Maroldo, Robt. W. Brown, Wm. Lammers, Sr., Dennis Sullivan, J. M. Carroll
and W. B. Cornett. Also present by request of the Mayor were employees of the various,
departments of the City Government, namely: S. L. Lockhart, W. G. Potter, J. J. Lafferty,
Roy Seavey, Wayne Albright, Jess LaVera, A. D. Swanson, Rollie Stahl, J. Herington, Im.
Lukash and Luther H. Hensley.
Mayor Anderson announced that the purpose of this meeting was to swear in all those
present as auxiliary policemen to have authority and to act during times of emergency due
present war conditions and in conjunction with civilian defense activities. This action
was taken upon recommendation of the police and License committee of the City Council and
the office of the Mayor which is -also the Executive head of the local civilian defense
Council.
Mayor Anderson administered bho oath of office to all present collectively and each
member was instructed to sign an appropriate oath of office form to be filed in the office
of the City Clerk.
Being no further matters to be considered at this time, the meeting sst�ood� adjourned.

The undersigned, ROBERT E. REID, hereby presents to the City Council of the City of
"r Port Townsend, Washington, and hereby files with the Clerk thereof, his claim for damages

That during all times herein mentioned the claimant, ROBERT E. REID, was and now is
1 a married man, and this claimant's wife's name is ELIZABETH REID; that claimant,ROBERT E.

ri;i?^x That the residence of claimant, ROBERT E. REID, for a period ofrnore than one year
u.Mr last past immediately prior to and at the time of the occurrence of the accident herein-
after described and at this time was, had been and now is, and for more than eighteen
years continuously last past has been, Star Route 2, Port Townsend, Washington, (which
residence is located about ten miles South of theCity Limits of Port Townsnnd at Fairmount
on what is known as Fairmount Road and about one -eighth of a mile North of State Highway
K'y No. 9 on said Fairmount Road).
That during all times herein mentioned the above -named City of Port Townsend was and
now is a municipal corporation, organized under the laws of the State of Washington relat-
( ing to such and that during all times herein mentioned said City of Port Townsend owned,
maintained and operated in said City a certain police department and automobiles and
patrol car or cars in connection therewith. ;.

` That heretofore and on, to -wit: the 14th day of November, 1941, at the hour of approxiE

mutely 10:30 o'clock A.M. on said day, the claimant was engaged in repairing guard rails ad-
jacent to the easterly side of a certain Overhead Bridge, (claimant being at said time in
r+? the employ of the Maintenance Department of the Highway Department of the State of Washing-
ton) which said Overhead Bridge is located about one-half mile South of the City Limits of
}p.T� Port Townsend on what is known as State Highway No. 9, designated as Bridge No. 213, said
sir+ bridge crossing over railroad tracks of the Chicago, Milwaukee k St. Paul Railroad, and
said State Highway No. 9 running in a general northerly and southerly direction, and that
said Overhead Bridge is located approximately 339 feet southerly froma crossroad known as [
Glen Cove Road which runs in a general easterly and westerly direction and intersects said i{
State Highway No. 9. That at said time and place the City of Port Townsend was operating
a certain automobile or police patrol car, being driven at said time and place by its Chief
of Police, George Willestoft, in a general southerly direction on said State Highway No. 9,

n approaching said Overhead Bridge aforesaid, in a careless, reckless and negligent manner as j
hereinafter more specifically set forth, and so drove and operated said vehicle as to run {
the same into and upon the claimant causing the P , g personal injuries to claimant hereinafter -
detailed and set forth. !`

f 1 That said matters and thins and things, particularly the accident aforesaid resulting 1n
! said personal injuries to claimant, occurred and were caused by the following negligent,
Et,4 y careless and reckless acts of the above named City of Port Townsend, a municipal corporation,

(1) In failing to provice safe and proper equipment for the

(2) In failing to keep the brakes, with which said automobile }

and place at an excessive and unlawful rate of speed, to -wit: _
