Respectfully submitted, George Welch From Mrs. Ella M. Brown, to-ait: 716 Jefferson Street, Port Townsend, Washington November 3, 1941 To the Honorable Mayor and City Council .Port Townsend, Washington Gentlemen: There is a trouble that I have been plagued with for over a year now and I think it is high time some action should be taken about it. For over a year I have been without a connection to the sewer system of the city. This came about becausd of a disagreement I had with my next door neighbor, Mr. E. Morris Starret Until about a year ago Iir. Starrett's house has never been and never was connected with my sewer line. Vlhen his father, Mr. George Starrett, built the house where Mr. Starrett now lives, he connected it with the main sewer on Franklin Street. When Dr. De Martini lived there the .line from the house became clogged and he had it cleaned out. It ran to Franklin Street then. Other tenants who have lived there since have had to have it cleaned out and any plumber who has ever done it will tell you the lire rnn to Franklin street. About a year ago, without saying a word to me or consulting me in any tray, Mr. E. Morris Starrett tried secretly to hook an old sewer line in his yard that had not been used since before his house was built, onto my line that I had been the sole user of ever since I bought my house from hir; father, Mr. George Starrett, nearly eighteen years ago. I pro- tested so strongly against this that he gave up the idea. Next he had some boys lay a new sewer line across his yard to the front corner of his property nearest mane and had them hoot: it onto my sewer line without saying anything to me it. My sewer is four inches over on his property at that point, so he says. !about I am an old woman and wish to live peaceably with my neighbors and have always got al on ine with those .living in the Starrett place until recently. This trouble all com--s of my sing not yet too old to resent any attempt to impose on me or take unfair advantage of me. I think that this has been such an attempt. Different plumbers have told me that in the main down on Jefferson Street that there is an opening such as is usually left for each property, where, by rights, the Starrett sewer ling should be hooked on. And I feel also that my long, exclusive use of the line from my place should have some consideration. 0
