The City Council of the city of Port Townsend, ';lashington met in Statutory session this
6th day of October, 1941 at 7:30 o'clock P.M. in the Council chambers of the City Hall, Mayo
H. E. Anderson presiding.
ROLL CALL
Upon Roll Call, officers and members answering present were Mayor H. E. Anderson, City
Attorney, ';.. J. Daly, City Clerk, C. F. Christian and councilmen, J. F. Maroldo, Robt. ',7
Brown, 1.7n.'Lam:r.ers, Sr. and Dennis Sullivan; councilmen, J. I.T. Carroll and ';1. B. Cornett ar-
riving later in the session.
BUDGET SE CSION
Mayor Anderson stated that the purpose of this session was the consideration of the Cit
Budget for the year,•1942 as provided by Statute.
The City Clerk informed those present that the preliminary budget as revised by the
Linyor was on rile and that public notice had been published to that effect and of the hearin
to be :.eld on this date.
BUDGET CO;:SDERATION
Mayor Anderson thereupon announced that consideration of the Budget for the year 194X
was now in order.
The order of the meeting was informal general discussion and all changes in the pre-
liminary budget as hereafter noted were arrived at by unanimous agreement of those present.
It was suggested and agreed that items of Salaries and '.ages in all departments be con-
sidered as a whole later in the meeting and that all other items be considered consecutively
as listed under the separate funds as follows:
Current Expense Fund Budget.
"'he item State Auditor, "Auditing Accounts" was cut from $350.00 to $150.00 and the
item "Travel h`xpense" etc, 'Mayor and Councilmen)" was raised from $250.00 to $450.00 making
no change in the total of the general heading, General City Government".
The item,"Clerl; Hire" of the City Treasurer's budget was cut from $200.00 to $100.00.
The item "Supplies and Miscellaneous" of the Police Court budget was cut from $25.00 to
1;20.00.
The item "Purchase of Real Estate" (Capital Outlay) was added to the budget for the City
hall Building and the sun of $105.00 provided.

No changes in the items of the budget for this fund were considered necessary or advis-
�ble. _
Library and Park Funds
No changes were recor.-mended in the various items of these two funds and amounts and
!items remained as presented.
ECity Street Fund
The item ""'ages and Labor" was cut from $ 1,660.00 to $1,650.00 and the item ";!ages
Emergency Labor" was cut from $600.00 to $180.00.
An item "Engineering Street Department" was added to this budget and the sum of x450.00
provided therefore.
This constituted all changes in the "City Street Fund" budget and made no change in the
total as provided in the preliminary budget.
Consideration of Salaries and ";ages
The subject of Salaries and '.ages for city and departments! offices and enoloyees was
discussed at some length with particular emphasis being placed upon the questions of the
advisability of allowing t_e various increases and of the possibility of :•eceiving insuffic-
ient funds so that this matter curtail expenditures under Operation and ::ainterance and
Capital Outlay but no definite decision was reached at this tine and it was moved by Council,
man Carroll and seconded by Councilman Sullivan that the Council do recess until 7:30 o'cloc
P.:L., Tuesday, October 7, 1941. Yotion carried.
Reconvened and Roll Call
The City Council of the city of Port Townsend, 'aas;ington reconvened in Statutory ses-
sion at 7:30 o'clock P.M. this 7th day of October, 1941 and upon Roll Call the follo-rring
officers and ::embers were noted present: Mayor H. E. Anderson, City Attorney, 77. J. Daly,
[City Clerk, C. F. Christian and councilmen J. F. .-"aroldo, Robt. 7.. Brown, Pm. Lan_ ers, Sr.,
Dennis Sullivan, J. M. Carroll and 71. B. Cornett.

Minutes of Regular Session, October 6, 1941, continued..
Changes Confirmed and Budget Adopted.
After a short. general discussion, it ;-:as moved by Councilman Brown and seconded by
Councilman Maroldo- that no further changes be made, that changes as listed above be con-
firmed and adopted, that the City Budget in.whole as revised at this session be now
adopted and that the City Attorney be and is hereby directed to prepare the necessary
Ordinances to confirm the said Budgets and to submit same at the next regular session of
the Council. Upon Roll Call vote, all six councilmen present voted in the affirmative
and motion visa declared carried.
ADJOURNMENT
Upon motion of Councilman Brown, seconded by Councilman Maroldo, the council voted to
adjourn.
A full true and correct copy of the City Budget for the year, 1942 as adopted at this
session is hereafter appended.
