Gentlemen: I have received notice from the Executive Secretary of the Association of 'I:ashing- ton Cities that the regional meeting for the 7.1estern District of the state is to be held in Elms, on September 22, 1941. It affords the Council, Officials and myself of this city a great deal of pleasure to have the honor of entertaining the officials of the cities of this district at that time. I could earn-stly urge you to be present with as many of your officials staff as possible so that we may unite in doing what ive can to promote and extend the ::any benefits we now enjoy through the united efforts of the members of the Association of hash ington cities. Trusting that you may realise the great advantages to be obtained in thus uniting for the upbuilding of the interests of our several communities, I am, Very sincerely yours, Harry Robinson, Idayor The form letter of the Department of highways of the State of 1,7ELEhington showing this city's July allotment of gasoline tax fund to be $,1,036.02 was read and ordered filed. From Association of ';lashinrton Cities, A bulletin of the Association of '.ashington Cities relative -io the '2estern fieglonal Iaeeting of the Association to be held in Elma upon September 22, 1941 and an A.E.A. lYashing- Iton news letter, a service of the Association of Ciashl-.,;ton Cities were acknowledged by the City Clerk and Council informed same to be on file in that office. From 7% H. Carder Mayor Anderson reported receipt of a letter from city school Superintendent, 7. E. Carder calling attention to the practice of motorists of driving at e;-cessive speeds at crossings used by school children particularly in the vicinity of Sullivan's Grocery on the !highway near the city limits. The mayor referred this matter to the Street committee with authority to see that ouch crossings were adequately marked. I It was moved by Councilman Sullivan and seconded by Councilman Carroll that a large iwarning sign relative to legal speeds alloyed be placed at the city limits along the State Primary highway. Diacussion by the council led to a full understanding of signs recom:r,ended land alloyed by the State Highway Department along State Primary highways and -with the con- sent of Councilman .Carroll who seconded t'ce notion, Councilman Sullivan 'withdrew the motion before the council. Councilman Lai..mers reported that he had been informed that the supply of wood for heating of the city hall building visa getting very low and under present circumstances it was doubtful that sufficient .,rood to last through the ;ranter could be obtained at this tim Recess It was moved by Councilman Carroll and seconded by Councilman Yaroldo that the counca rests at this time (9:00 o'clock P.M.) for a short period. Notion carried. Reconvened, Roll Call, The City Council reconvened in regular session at 9:20 o'clock P.M. and upon roll cal kayor H. E. Anderson, City Attorney, W. J. Daly, City Clerk, C. F. Christian and councalme J. F. luaroldo, Robt. 71. Brown, 17m. Lammers, Sr., Dennis Sullivan, J. M. Carroll and N. B. Cornett were noted present. ORDINANCES AND RESOLUTIONS. By order of the 1'ayor and council at this time reverted to the order of business, Ordinances and Resolutions in the proposed resolution creating the Housing Authority in the city of Port Townsend was presented and read as follows: R E S 0 L U T I 0 h 7.'P.EEEAS, there exists in the City of Port Townsend an acute shortage of safe and sani tary dwelling accomodations available to persons of low income at rentals they can afford, which shortage is a direct result of National Defense activities now in progress within th area publicly served by this City, therefore, Be it resolved by the City Council of the City of Port Townsend: That based upon the above recitals, which are hereby incorporated by reference as the findings of the City Council of the City Of Port Townsend, there is a need for the functie ing of a Housing Authority in the City of Port Townsend, as contemplated and created by Chapter 23, Lays of •.7ashington , 1939, and Chapter 54, Laws of 'Ilashington, 1941, ADOPTED by the City Council the 16th day of September, 1941, and signed by me in authentication of its passabe this 16th day of September, 1941.
