E. Anderson, Presiding. ROLL CALL Uoon Roll Call officers and members answering present v:ere as follows: Mayor H. E. Anderson, City Attorney 7;. J. Daly, City Clerk C. F. Christian, Councilman J. F. 'laroldo, Robt. 71. Brown, :7illiam Lam.:ars Sr., J. L. Carroll; Councilman 71'. B. Cornett arriving later in the session. UNFINISHED .ND Nr:' BUSIIIESS Mayor Anderson stated that in as much as the. matter to be considered at this session were Unfinished and +•ew Business, the Council •could proceed immediatly to that order of business. Sever Estimate Approved County Engineer, 71m. A. Burge acting in an advisory capacity for the City, was at this time presenting the bid of Allan & Govan Inc., for construction of the pillow Street Sewer". After proper consideration of each unit of the bid, Mr. Burge gave his approval, Stating that it could form closely to the original estimates for the work. City Attorney Daly reported that it would be necessary to secure Right -of :':ay for the proposed sewer diagonal) across the property oared by John Trotto, that certain damage would result in this crossing and that he and other City Officials upon appraisal had considered the sum of.$175.00 reasonable amount to pay for such Right -of -;lay. I Resolution Adopted It was moved by Councilman Brown and seconded by Councilman Cornett that the fore- going resolution be adopted. Upon roll call vote all five councilman present voted in the affirmative and motion was declared carried. Contract Authorized It was moved by Councilman Brown and seconded by Councilman Cornett that the Mayor and the City Clerk be authorized to enter in a contract with Allan & Govan Inc., for construction of the proposed "71illow Street Sewer" upon the bases of the bids submitted. Upon roll call vote all five Councilman present voted in the affirmative and motion visa declared carried. Sevier Ordinance Presented An Ordinance providing for the construction of the proposed "C!illovi Street Sevier", was presented and read for the first reading at this time as follows: ORDIEANCE NO AN ORDII,AI,CE providing for the acquisition and construction by the City of Port Townsend of a system of sewerage and refuse collection and disposal, specifing and adopting the plan proposed for said system, declari::g the estimated cost thereof as near as may be; creating a special fund for the sole purpose of defraying the cost thereof and issuing bonds p¢yeble out of said fund to finance said sewer system. THE CITY COUIICIL OF THE CITY OF PORT TO;:NSEND DO CRDAIN AS FOLL0711S: Section 1. That the City Council of the City of Port Townsend deems it advisable that avid City acquire, construct, and operate a sewer system that will provide a section of the City of Port Townsend, and the inhabitants thereof, with adequate facitities for the collection and disposal of sewerage and refuse. Section 2. That the proposed plan and said system of sewerage and refuse disposal er system t o r¢ as aforesaid provides for a sewer syst o be c nstrueted within the corporate limits of t said City by underground cement pipe laterals sufficient in diameter to carry all sewerage and refuse from the district served by,ach lateral; said laterals connecting with the main trunk system constructed ofeement, •.,hich main trunk commences on 71illow street opposite the center line of Block 1 of 7:ebster's Addition to the City of Port Townsend and runs thence In an easterly direction to a connection with the maincity sewer at the intersection of Lawerence and Scott stre_ts, all in accordance with the plans and specifications thereof novr on file in the office of the City Clerk of the City of Port Townsend. Section 3. That the City Council of the City of Port Townsend hereby adopts the proposed plan for a system of sewerage and refuse disposal for the City of Port Townsend as specified in Section 2 of this Ordinance.
