That there be and hereby is appropriated for the Olympic Gravity Water fund of the City of Port Townsend for expenditure during the year 1941, the sum of $1200.00, for the purpose of purchasing such cast-iron pipe as is necessary to replace existing woopipe d piwhich will be removed in the incident construction. Section 2. Port Townsend, Washington April 15, 1941 The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session on Tuesday, the 15th day of April, 1941, at 7:30 o'clock, P.M., in the Council Chambers of the City Hall, Mayor H. E. Anderson presiding. ROLL CALL Officers and members answering present to Roll Call were as follows: Mayor H. E. Anderson, City Attorney, W. J. Daly, City Clerk C. F. Christian, and Councilmen Wm. Lamme Sr., J. M. Carroll, J. F. Maroldo, Root. W. Brown, Councilman Dennis Sullivan arriving later in the session. MI17UTES OF PREVIOUS SESSION It was moved by Councilman Brown, and seconded by Councilman Maroldo, that the min- utes of the previous session be approved as written. motion Carried. REPORTS OF OFFICERS City Treasurer The monthly report of the .City Treasurer for themonth of March, 1941, was presented and read and referred to the Finance Committee. Sullivan Arrives Councilman Dennis Sullivan arrived duringthe reading of the Treasurer's report, and assumed his place in the Council. Chief of Police The monthly report of the Chief of Police, showing arrests and disposition of cases was presented and read and ordered filed. Water Superintendent The report of the Water Supt. for the month of March, 1941, was presented and read and referred to the 7iater Committee. The report of the Water Supt. showing the flow of water thru the main line meters for the week ending April 7, 1941, and the National Paper Products Company's meter for the week ending April 12, 1941, was presented and ordered filed. City Attorney A written report of the City Attorney, W. J. Daly, relative to Willow Street Sewer Project, was presented and read as follows: - April 15, 1941 Honorable Mayor and City Council of the City of Port Townsend Gentlemen: Upon the recommendation of Mr. W. A. 3ugge, Jefferson County Road Engineer, there is attached an appropriate resolution authorizing the employment of Mr. R. J. Young for the purpose indicated. In order to accomplish the objectives sought to be obtained under the project "Willow Street Sewer," I would recommend that there be tenstively set up by a borrowing from the unobligated funds of the City Treasurer, a sufficient sum to carry the overhead cost of preparing plans and specifications, advertising bids and such other advances until the 15th of Yay, when the provisions of Substitute House Bill No. 369, passed by the Legis- lature, and approved by the Governor, shall become existing statutory law. Under the circumstances, I feel that no formal resolution is necessary at this time and none need be prepared until we receive from Mr. Young some statement of his services and a reasonably accurate estimate cost of the proposed sewer system completed in all details.
