HomeMy WebLinkAbout00051 MINUTES OF PREVIOUS SESSION (9)94 REGULAR (CALLED) SESSION OF CITY COUNCIL, TUESDAY, MARCH 11, 1941 Port Townsend, Washington March 11, 1941 The CITY COUNCIL of the City of Port Townsend, Washington, met in regular (called) session, this llth day of March, 1941, at 7:30 o'clock, P.M., in the Council Chambers in the City Hall, Mayor H. E. Anderson presiding. ROLL CALL Officers and members answering present to Roll Call were as follows: Mayor H. E. Anderson, City Attorney W. J. Daly, City clerk C. F. Christian, and Councilman 0. E. Richards, Z. F. Maroldo, Wm. Lammers, Sr., J. 11. Carroll, and W. B. Cornett; Councilmen Robt. W. Brown and Dennis Sullivan arriving later in the session. MINUTES OF PREVIOUS SESSION It was moved by Councilman Maroldo, and seconded by Councilman Richards, that the reading of the minutes of the previous session be suspended. Motion carried. BILLS AND CL,.ILB It was brought, to the attention of the members present that claim of the Jefferson County Sheriff for used equipment for the Street Department, purchased at a sheriff's sale, had not been presented or allowed, and inasmuch as said claim must be paid before title to said equipment can be established, that the Council would do well to take action on this claim at this time. It was thereupon moved by Councilman Uaroldo, and seconded by Councilman Lammers, that the rules covering the dote of meeting when bills may be allowed be suspended, and that the aforementioned claim be allowed upon approval by the Finance Committee. Upon roll call vote of all five councilmen present voted in the affirmative, and the motion was declared carried. ORDINANCES AND RESOLUTIONS Street Surfacing Resolution A resolution relative to streets to be included in the 1941 program for bituminous surfacing, was presented and read as follows: RESOLUTION 1;0. WHEREAS, it appears to the City Council of the City of Port Townsend that the streets here- inafter named be improved under city street specifications by the apppication of a bitumin- ous surface, and, WHEREAS, under the provision of Chapter 187 of the Laws of the State of Washington, 1937, and Chapter 181 of the Laws of the State of Washington, 1939, the City will have sufficient money during the year 1941, to carry out the objectives herein sought to be obtained, now, therefore, BE IT RESOLVED BY THE CITY COUI+'CIL OF THE CITY OF PORT TOWNSEM): That there be and hereby is set aside from the funds to be credited to the City of Port Townsend, as aforesaid, the sum of $4,500.00. That the streets to be improved hereunder are more particularly described as follows: Monroe Street from Roosevelt Street to Reed Street Jackson Street from Blaine Street to Roosevelt Street Clallam Street from Roosevelt Street to McKinley Street Hudson Street from Roosevelt Street to Tdit Street Roosevelt Street from Jackson Street to Hudson Street Taft Street from Clallam Street to Hudson Street Van Ness Street from Clallam Street to Harrison Street "D" Street from Harrison Street to Chestnut Street Chestnut Street from "Dn Street to "F" Street "E" Street from Chestnut Street to Albert Street Taft Street from Tyler Street to Oak Street Oak Street from Taft Street to "F" Street 24th Street from San Juan Avenue to Old Discovery Road Old Discovery Road from San Juan to 19th Street j Adopted by the City Coucc it this day of March, 1941. Re: Keynes District Water Line Councilman Carroll reported that Mayor Anderson, County Engineer, W. A. Bulge, Water Superintendent Lockhart, and he, had investigated conditions in the district near what is comsonly known as "Keynes", relative to the advisability of installing a branch water M 10, 11 . He reported fur- ther that he was of the opinion that the County Commissioners would grant right-of-way i easement along existing roads, and urged haste inasmuch as these roads were soon to be bituminously surfaced. Brown Arrives lsr; j Councilman Robt. W. Brown arrived at the meeting at this time and assumed his chair. a Lockhart Reports Water Superintendent Lockhart, on the aforementioned proposed water line . P B P P , stated that as near as was able to determine, the proposed line should furnish a revenue of at least $400.00 or $500.00 per year, that the cost to the City to install this line would be about $2700.00 or $2800.00, and that in view of these figures, it would be advantageous to the City to go ahead with this work. He stated further that in dis- cussion with owners of homes in that area, many had stated that with sufficient and proper k supply of water, these homes could be rented throughout the year and thus, furnish a steady revenue for the .later Department. t Installation Authorized " t r It was ;coved by Councilman Carroll, and seconded by Councilman Maroldo, that the Superintendent be directed to the installation of the said �fi ?later proceed with proposed water line 8t the earliest possible date. Upon roll call vote, all seven Councilman present voted in the affirmative, and the motion was declared carried. Taft Street Petition )i A petition relative to the opening of a•portion of Taft Street, was presented affi read as follows: ds Port Townsend March 8, 1941 t� The Honorable H. E. Anderson ' r1;h mayor, of Pert Townsend We the undersigned property owners and taxpayers respectfully petition the City Council Taft Street from Quincy of the City of Port Townsend, Washington, to properly grade to Yadison and extend the said Taft Street on proper grade through to Monroe Street. Re: City Tracings County Engineer W. A. Bulge, rho was present in the Council Chambers, addressed the �4 Council, asking that the County Engineer's office be granted permission to gather together and file in that office, various tracings now the property of the City of Port in �- Townsend. He stated that at the present time these tracings were carelessly stored vacant rooms of the City Hall Building, and that many were being damaged by lack of proper =n',-, care.
