Feb. 6, 1941 Mayor and City Council of Port Townsend, Washington Dear Sirs: Inclosed please find a bill of($2.) two dollars, from Mr. Stratton. On Jan. 29, 1941, I called Mr. Stratton because when I returned home from school I found the water in the toilet bowl overflowing all over the bathroom floor. I asked him to run a rod through the sewer to find a stoppage. He ran it 100 ft., but there was no stoppage in my sewer. All of the filth of the sewer poured out into my garden and ran continuously all night and was still running hard when I left for school the following morning. Mr. Swanson came, found the stoppage in the middle of the next block, and cleaned up my premises. I asked Mr. Lafferty (former street superintendent) the cause of the trouble. He said the sewer needed a through and regular cleaning out, otherwise the trouble might be repeated. Christian, City Clcrk, Port Townsend, Wash. Dear Sir: I would like to construct a quarry rock wall or curbing around my property, which consists of two lots on the corner of McKinley and Ciallem Streets. This rock wall would be built up from the present concrete gutter on McKinley Street to approximately the ground eleva- tion, making the curbing or wall approximately 6" to 2' higher than it is at the present time. On Clallam Street there is no gutter, so the wall or curbing would be built up from the street to approximately the present ground elevation. Across the corner that is formed with McKinley and Clallam Streets a wall would be con- structed in addition to the two curbing walls meeting at this point, which would be cir- cular in outline and start at a point approximately 30 ft. from the corner on Clellam Street and end approximately 30 ft. from the corner on McKinley St. I would appreciate it if permission to build such a wall might be granted. Yours very truly, E. W. Erickson Box.575 EWER Port Townsend, Wash. Attorney Daly stated that he had discussed the work comtemplated by :fir. Erickson with County Engineer, Mr. W. A. Bugge, and it was Mr. Bugge''s opinion that this work would be in no way detrimental to the City. The matter was referred to the Street Committee for con- sultation with Mr. Bugge and recomendation to the Council. From J. P. Brady, to -wit: Port Townsend, 'Nash. , February 25, 1941. The F onorable Mayor and City Council City of Port Townsend, `Nash., Gentlemen: Request that the regulations normally applying to the parking and stowing of privately owned vehicles on public highways be made applicable on "W" street at intersection of Cherry street and enforced with a view of eliminating nuisance caused by the excessive and unlawful parking of cars by members of the Fort Worden Command in this area. Failure to obtain insurance to insure financial responsibility for public liability and property dumage prohibits storage and parking of these cars on military reservation. It is therefor thought that taxpayers should not be compelled to assume burden of incon- venience of getting necessary deliveries of mail and oil, groceries and fire protection which this parking has caused. From Assoc. of Wash. Cities The City Clerk acknowledged receipt of a Bulletin relative to license rates and revenue derived from "Pin Ball" games in the various cities of Washington, and Legislative Bulletins No. 5 and 6, of the Association of Washington Cities, and assured all present that same would be on file for future reference 1n the clerk's office. Rubber Boots 12.00 2 6" x 16" Truck Tires 25.00 $306.90 Requisition Granted It was moved by Councilman Lammers, and seconded by Councilman Cornett that the foregoing requisition be granted. Motion carried. UNFINISHED AND NEW BUSIIIESS Re: Hilltop District Sewer Health Officer Dr. L. E. Foster reporting further on the matter of the installation of a sewer line to carry sewage from the various buildings in the vicinity of Hilltop Tavern, stated that some objections bad been learned which would require further study. That the State Health Department would send a sanitary engineer to this city for con- sultation upon this problem, and recommended that the City Council take no further action until said survey is completed. Re: Civic Center Attorney A. Clemens Grady, by permission of the Mayor, addressed the Council, asking that it consider the taking over of the management of what is known as the "Old Central High School Building", with the view to establishing a civic recreational center, and that 1t include in this program, the use of a.portion of the building by an Army -Navy Y.M.C.A• He stated that Col. Cunningham, in command at Fort Worden, had approved tem- porary use of space in this building under the present management, for the proposed Y.M. C.A., but that continued permission was contingent upon the assuming of management by the city. Mr. Grady went on to say that a civic recreational center in the vicinity was becomming more and more a necessity, and that he understood the W.P.A. program could make available tLe necessary person for supervision from people now residing in the vicinity of Ballard. Mr. Grady introduced Mr. Bruce Giffin,who was present, as the Y.M.C.A. Director to be in charge of the local office, stating that Mr. Giffin had been transferred from Bremerton. Mr. Giffin, upon being asked if he had anything he wished to way, stated that he was as yet merely getting acquainted, and while he bad nothing to offer at this time, might in the future make a report on matters he -might think interesting to the members of the Council. Be.- Proposed Water Line After short and formal discussion of the advisability of installation of a water line by the City in the vicinity of what is commonly known as the "Old Keynes Place" on Discovery Bay, as petitioned by property owners of that community, the matter was referred to Councilman Carroll, and Water Superintendent Lockhard, with instructions to confer with supporters of this group and mako a definite report of contitions at the next regular meeting. ADJOURNMENT No further business appearing for consideration by the City Council at this time, it was moved by Councilman Maroldo, and seconded by Councilman Carroll, that the Council do now adjourn.
