t� N You are undoubtedly aware of some of the difficulties "hat have confronted this gas
operation in the past. Over a period of many years it has chronically failed to pay its
current operating costs and taxes. As of July 16, 1940, our client was forced to take
' over this operation. Real estate and personal property taxes, as far back as 1933 and
1934 were still due, owing and unpnid. The City occupation tax, as you are aware, was
delinquent, and ninny hundreds of dollars of current bills and operating expenses were
unpaid. It is our desire to put this operation on a sound basis which former operators
have not seriously tried to do. In order to accomplish this, it is necessary that our
fixed charges be comparnble to other operations of a similar character, and within the
+ ability of the operation to pay. It is our every intention to pay promptly and when due
all taxes of every kind, no well no all other bills which may be incurred, but this can
ji only be done nithin the limits of the company to produce gross revenues.
In vied of these circumstances, we should like to apply to the City Council of the City
of Port 'Townsend for a reduction of the occupation tax from 2% to 1,% for a short period of
;Ime--say two years, In order that the company may be put on as. sound a basis as possible.

It visa moved by Councilman Linroldo, and seconded by Councilman Carroll, that the City
Cl ark be instructed to inform Copass & Hall that any reduction in the rate of tax imposed
upon the Olympic Gas Company, would undoubtedly be considered discriminatory inasmuch as
..•.x..��.�" the same rate was charged the Pacific Telephone & 'Telegraph Company, and the Puget Sound
Power & Light Company in this City. Lotion carried.
From Assoc. of 'lash. Cities
The City Cleric acknowledge receipt of various bulletins from the Assoc. of "lash.
Cities, including a 3`ash. News Letter of the American Municipal Assoc; bulletin relative
to opinions of various cities upon the matter of cities conducting elections within the
city, slid legislative bulletins from the legislative headquarters of the Assoc. maintained
at Olympic during sessi)ns of the house and Legislature, and the Council was assured that
same would be on file in the City Clerk's office for all to see.
City Attorney Daly called particular attention to Senate Bill !,a. 87, which would
amend the law with respect to park levies by cities of the Second, Third, and Fourth
Class, and asked that same be brought to '-.he attention of the Pork Board.
REQUISITIO14S
A requisition for 10 cords of wood for the City Hall Building was presented and read,
and it visa moved by Councilman Brown, and seconded by Councilman Richards, that the City
Clerk publish call for bids for 10 cords of 12-inch, sound, old ,growth wood, to be delivers
at the City Hall, which said bids mould be received at the office of the City Clerk not
later than 5:00 o'clock, P.M., of 'Tuesday, February 18th, 1941, and that said bids would
be opened at the regular session on that date. Motion carried.

Section 1. That Section of Ordinance Ile. 1009, entitled "All O'DINANCE providing for
the licensing for revenue and regulation of r.;achines or devices for `
playingames of skill,
and repealing all ordinances and parts of ordinances in conflict Herewith,passed by the
City Council December 7, 1937, and approved by the Mayor Decem:bgz• 8, 1937, be and the Sallie
is hereby amended to read as follows:
Each and every person, firm or corporntion having at an;; place or places within the
City of Port "ownsend, a device, devices, machine or machines for playing games of shill,
commonly known as pin and ball machines or devices in which coins may be dropped for the
purpose of operating said machine, r;I-:ich may be legally operated within the State of
Washington, shall pay an annual license fee in the sum of $500.00, for an owner's or operate 18
license, and, in addition thereto, shall pay a fee of $5.00 per month, payable monthly 1n
advance for each and every machine owned andoperated by such license.

The Council shall have the right to reject any and all applications for opera tal. s
licenses as it sees fit, and before any icense is granted the application therefor must
be approved by the City Council of the City of Port 'i'ovnsend.
The annual license fee of '%MO.00 for an owner's or operator's license shall provide
a license from January 1st to December 31st, of any one year, or for a lesser period if
applied for after January lst., but in no event grill said fee 'be pro -rated for any fraction)
part of a year.
Section 2. "•hat this ordinance be published once in the Port Townsend Leader, to be
in force and take effect March lst, 1941.

It was moved by Councilman Lammers, and seconded by Councilman Sullivan, that the
Third reading be by title only. Upon Roll Call vote all six Councilmen present voted
in the affirmative, and the motion was declared carried.
Third Reading and Passage
The proposed ordinance was then read by title only for the Third reading, whereupon
it was moved by Councilman Carroll, and seconded by Councilman Liaroldo, that the ordinance
do now pass. Upon Roll Call vote, all 6 Councilmen present voted in the affirmative, and
the motion .%as declared carried.

The proper ed emergency ordinance providing for additional equipment for the Fire
Department, 'which was read in full for the first reading at the last regular session, was
read at this time in full for the second reading as follows:

of the increase In population due to the National Emergency, and for other reasons, that

official budget for the Current Expense rund of said City for the year 1941, and,
WHEREAS, an emergency now exists for the immediate appropriation of money for the
