quest of Mr. M. Goldwater be granted, and that the City Clerk be authorized to refund
the deposit made by Mr. Goldwater upon filing of the original application. Motion carried
From Joseph E. Cotter
A communication from Joseph E. Cotter relative to purchase of City owned property,
and the vacation of part of a street, was presented and read as follows:

Gentlemen
I wish to purchase the partial lots, Nos. (1) one, and (8) eight in Block (15) fifteen;
Johnston's Addition; which I am informed belong to the City of Port Townsend. I
consider the sum of $20.00 a fair price, and offer the city this amount in payment for
the said lots.
c" If I am able to purchase these lots I will be sole owner of the property on both sides
of 28th street, between Thomas and Katharine streets. The said 28th street has been
vacated on both sides, leaving just this one block of street open. I would like to
have this one block of 28th street vacated in order to give direct access to Hastings
Avenue from my property.
If the Council wishes to sell the said lots, but would not consider the vacation of the
seid portion of 28th street, I would like to make arrangements to lease the street.

REQUISITIONS
A requisition by the City Street Department for one barrel of lubricating oil,
SAE 40, was presented and read.
It was moved by Councilman Robt. Brown, and seconded by Councilman Sullivan, that
the foregoing requisition be granted. Motion carried.
ORDINANCES AND RESOLUTIONS
"Pin Ball"Ordinance
An ordinance amending the present City Ordinance relative to the operating of "pin
Ball" machines, was presented and read in full for the first reading as follows:

AN ORDINANCE of the City of Port Townsend amending Ordinance No. 1089, entitled "AN
ORDIVASICE providing for the licensing for revenue and regulation of
machines or devices for playing games of skill, and repealing all ordinances
and parts of ordinances in conflict herewith," passed by the City Council
December 7, 1937, and approved by the Mayor December 8, 1937,

Section 1. That Section of Ordinance No. 1089, entitled "AN ORDINANCE providing for
the licensing for revenue and regulation of machines or devices for playing games of
skill, and repealing all ordinances and parts of ordinances in conflict herewith," passed
by the City Co':ncil December 7, 1937, and approved by the Mayor December 8, 1937, be and
the same is hereby amended to read as follows:
Each and every person, firm or corporation having at any place or places within the City
of Port Townsend, a device, devices, machine or machines for playing games of skill,
commonly known as pin and ball machines or aevicea in which coins may be dropped for the
purpose of op=rating said machine, which may be legally operated within the State of
Washington, shall pay an annual license fee in the sum of $500.00, for an owner's or
operator's license, and, in addition thereto, shall pay a fee of $5.00 per month, pay-
able monthly in advance for each and every machine owned and operated by such license.
No such machine shall be allowed to be played by any person under the age of twenty-one
years.
The Council shall have the right to reject any and all applications for operator's
licenses as it sees fit, and before any license is granted the application therefor must
be approved by the City Council of the City of Port Townsend.

that the foregoing proposed ordinance be amended in such a way that it provide for
the issuance of an operator's license on the basis of a full year only, .and that no

operator's license be issued upon a prorated basis for any part of a year. Motion
carried.

money to provide fbr additional fire equipment, was presented and read in full for the

Ali ORDINANCE providing for the immediate appropriation of money form the Current
Expense Fund of the City of Port Townsend for the year 1941, for the
i k„•' ' purpose of paying initial purchase price of a light fire truck for
use of the Fire Department of said City, and declaring an emergency,
WHEREAS, it appears to the City Council of the City of Port Townsend that by
reason of the increase in population due to the National Emergency, and for other
reasons, that it is in the interest of all citizens of said City that allight fire
J '?� apparatus be obtained, and,
WHEREAS, the necessity therefor did not appear at the time of the adoption of the
official budget for the Current Expense Fund of said City for the year 1941, anu,
rt WHEREAS, an emergency now exists for the immediate appropriation of money for the
purpose aforesaid, now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT TO"iNSEND DO ORDAIN AS FOLLOWS:

Section 1. That there be and hereby is, appropriated for expenditure during the
K, year 1941, the sum of $1000.00, for the purpose of providing funds for the purchase of
a light fire apparatus consisting of truck chassis and necessary equipment, for the
Fire Department of the said City.
Section 2. That the City Clerk be, and he is hereby authorized to draw emergency
iYt warrants upon the Current Expense Fund of said City for that purpose, not exceeding the
' ,'; , sum of $1000.00, upon the presentation of properly approved vouchers.
Section 3. That this ordinance be published once in the Port Towns end Leader, to
be in force and take effect as provided by law.
